Resolution approving the Capital Improvement Program for fiscal year 2026-27, approving the appropriations request of $19.3 million, approving the reassignment of bond-funded appropriations between eligible capital projects, and authorizing City staff to prepare plans and specifications to advertise for construction bids and related requests for proposals for projects included in the program.

WHEREAS, the City Council of the City of South San Francisco desires to adopt the Capital Improvement Program (CIP) for fiscal year (FY) 2026-27 and authorize City staff to prepare plans and specifications for projects under this CIP in order to advertise for construction bids and/or related requests for proposals; and
WHEREAS, the CIP includes funding for FY 2026-27 and any additional project funding in future years will be appropriated and approved in future budget cycles; and
WHEREAS, the Planning Commission reviewed this CIP at a Regular Meeting of the Planning Commission on April 16, 2016, pursuant to Government Code Section 65401, to consider adoption of a resolution as to its consistency with the City’s adopted General Plan; and
WHEREAS, upon adoption of the CIP, and contingent upon Planning Commission adoption of a resolution as to the CIP’s consistency with the City’s adopted General Plan, City Council is also authorizing City staff to prepare the plans and specifications for projects within this CIP and further authorizing the solicitation of construction bids; and
WHEREAS, this CIP is consistent with the requirements of Government Code Section 66002, and includes the approximate location, size, time of availability, and estimates of cost for the facilities or improvements to be financed with those fees imposed pursuant to Government Code Section 66001, et seq.; and
WHEREAS, the adoption of the CIP is not a “project” subject to review under the California Environmental Quality Act (“CEQA”) pursuant to Section 15378(b)(4) of the State CEQA Guidelines; and
WHEREAS, the CIP budget for this fiscal year will include $19.3 million in new appropriations; and
WHEREAS, certain capital projects are funded with bond proceeds that must remain appropriated to eligible capital projects and cannot be returned to fund balance; and
WHEREAS, staff recommends reallocating the remaining bond-funded appropriations from the (pk2301) Orange Memorial Park Playground Replacement Project, Fund 523, and the (pk2309) OMP Sports Field Renovation Project, Fund 522, to the (pk2310) Aquatic Center Bond Portion Project, Fund 524, totaling $852,792.40; and
WHEREAS, approval of the CIP budget authorizes staff to apply for grant funding for projects within this program; provided that sufficient funding exists in the current CIP budget for any required matching funds; and
WHEREAS, any grant application consistent with the CIP requiring a City funding match beyond the currently approved budget will be brought back to City Council for separate consideration and approval.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of South San Francisco hereby approves the Capital Improvement Program for FY 2026-27 with expense budget in the following funds:

BE IT FURTHER RESOLVED, that the City Council of the City of South San Francisco hereby approves appropriations of $19.3 million for the Capital Improvement Program for FY 2026-27 as listed in the CIP Document and authorizes City staff to prepare plans and specifications for projects under this plan and advertise for construction bids and/or related requests for proposals for projects under the plan.
BE IT FURTHER RESOLVED that the City Council approves the reassignment of $852,792.40 in bond-funded appropriations from Project pk2301, Fund 523, and Project pk2309, Fund 522, to Project pk2310, Fund 524, as reflected in the FY 2026-27 CIP Budget Book attached as Attachment 1 to the staff report associated with this Resolution.
BE IT FURTHER RESOLVED, that approval of the Capital Improvement Program budget authorizes staff to apply for grant funding for projects within this program, provided that sufficient funding exists in the current project budget for any required matching funds.
BE IT FURTHER RESOLVED, that any grant application consistent with the Capital Improvement Program requiring a City funding match beyond the currently approved budget will be brought back to City Council for separate consideration and approval.
BE IT FURTHER RESOLVED, that the City Council of the City of South San Francisco hereby authorizes the City Manager, Director of Finance, or their designee to take any action necessary consistent with the intent of this resolution and associated staff report.
