Resolution approving the City of South San Francisco wage and salary schedule for fiscal year 2026-2027

WHEREAS, the City’s Personnel Rules and Regulations stipulate that staff shall prepare a wage and salary schedule for all positions of employment within the City for consideration and adoption by the City Council; and
WHEREAS, On August 13 and September 25, 2025, the City Council approved Memorandum of Understandings (“MOUs”) for each represented employee bargaining unit, and Compensation Plans for the Executive Management Unit and Public Safety Managers Unit; and
WHEREAS, the MOUs and Compensation Plans approved by City Council provide for a four percent (4%) across-the-board adjustment for full-time and permanent part-time employees of the City, effective the first full pay period of July 2026; and
WHEREAS, on November 12, 2025, City Council approved the Employment Agreement for the City Manager, which provides for the same across-the-board increases as provided for by the Executive Management Compensation Plan, conditioned on a satisfactory performance evaluation; and
WHEREAS, in accordance with the Amended and Restated Employment Agreement for the City Clerk, approved July 9, 2025, the City Clerk shall receive the same across-the-board increases as provided for by the Executive Management Unit compensation plan; and
WHEREAS, staff recommends equivalent increases to the hourly part-time employee wage schedule consistent with full-time counterparts and consistent with historical practice; and
WHEREAS, staff recommends approval of the Wage and Salary Schedule to fulfill its obligations under previously approved collective bargaining agreements and employment agreements, and to ensure successful recruitment and retention of employees.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco hereby:
1. Approves the City of South San Francisco Wage and Salary Schedule for fiscal year 2026-2027 to incorporate negotiated and recommended changes to pay rates effective July 3, 2026, attached hereto as Exhibit A and incorporated herein.
