Resolution supporting the Bay Trail - Centennial Way Trail Gap Closure Project and applying to the Metropolitan Transportation Commission for Regional Measure 3 Safe Routes to Transit and Bay Trail Program funding and similar grant applications requiring no more than a total of $700,000 in local match funds.

WHEREAS, the Metropolitan Transportation Commission (MTC) administers transportation funding programs that support projects which improve safety, accessibility, mobility, sustainability, and implementation of local and regional transportation plans; and
WHEREAS, the MTC has issued a call for projects for Cycle 2 of the Regional Measure 3 Safe Routes to Transit and Bay Trail (SR2TBT) Program; and
WHEREAS, the SR2TBT Program provides competitive funding for bicycle and pedestrian projects that improve access to public transit, support the Bay Trail and regional active transportation network, and reduce congestion; and
WHEREAS, the City previously established Capital Improvement Project tr2407, Bay Trail - Centennial Way Trail Gap Closure, (“the Project”) to evaluate the feasibility of creating a Class I trail connecting the Centennial Way Trail and Bay Trail; and
WHEREAS, the feasibility study is nearing completion and has identified the SR2TBT Program as a potential funding source for subsequent phases of the Project; and
WHEREAS, the City of South San Francisco intends to apply to MTC for SR2TBT funding for the environmental and design phase of the Project; and
WHEREAS, the estimated cost to complete the environmental and design phases of the Project is $3,500,000, and the City anticipates requesting approximately $2,800,000 in SR2TBT funding; and
WHEREAS, although the SR2TBT Program does not require a local match, leveraged funding is considered as part of MTC's competitive evaluation process; and
WHEREAS, the City desires to commit up to $700,000 in local matching funds from eligible Citywide and East of 101 Traffic Impact Fee funds to support the Project and strengthen the City's SR2TBT application.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco hereby:
1. Authorizes the submittal of an application to the Metropolitan Transportation Commission for Regional Measure 3 Safe Routes to Transit and Bay Trail Program funding for the Bay Trail - Centennial Way Trail Gap Closure Project.
2. Authorizes a local funding commitment of up to $700,000 from eligible Citywide and East of 101 Traffic Impact Fee funds as matching funds for the Project, contingent upon award of SR2TBT funding and subject to applicable requirements governing the use of those funds.
3. Authorizes the City Manager or designee to execute and submit all documents and take any other actions necessary to complete the grant application and effectuate the intent of this resolution, subject to approval as to form by the City Attorney.
BE IT FURTHER RESOLVED that City staff are authorized to prepare plans and specifications for the Bay Trail - Centennial Way Trail Gap Closure Project and advertise for construction bids and/or related requests for proposals.
BE IT FURTHER RESOLVED that the City Manager or designee is authorized to take any other related actions consistent with the intention of the resolution and accompanying staff report.
BE IT FURTHER RESOLVED that the City Council authorizes all future grant applications consistent with the intent and purpose of this resolution, provided that the cumulative local matching funds committed do not exceed $700,000 in the aggregate and the required local match for any individual grant does not exceed thirty percent (30%) of the applicable grant-funded costs.
