Recommendation
It is recommended that the City Council adopt a resolution authorizing the submittal of an application for CalRecycle Beverage Container Recycling funds allocated in the State of California’s fiscal year 2025-26 budget in the amount of $16,446 to support beverage container recycling programs in South San Francisco and authorizing the fiscal year 2025-26 revenue budget adjustment pursuant to Budget Amendment Number 26.041.

BACKGROUND/DISCUSSION
CalRecycle administers the Beverage Container Recycling City/County Payment Program pursuant to Public Resources Code (PRC) Section 14581(a)(3)(A) of the California Beverage Container Recycling and Litter Reduction Act. For fiscal year (FY) 2025-26, CalRecycle is distributing $10.5 million to eligible cities and counties to support beverage container recycling and litter-cleanup activities. The goal of the program is to reach and maintain an 80 percent statewide recycling rate for California Refund Value (CRV) beverage containers, including aluminum, glass, plastic, and bi-metal.
Each jurisdiction’s allocation is based on its incorporated population as of January 1, 2023 (Department of Finance E-1 Population Estimates). A City Council-adopted resolution authorizing the application is required for participation.
Since FY 2005-06, the City of South San Francisco has utilized these funds to enhance local recycling programs, including purchasing multi-stream waste and recycling receptacles in the downtown area, Brentwood Shopping Center, city parks, and City facilities.
The City’s FY 2025-26 allocation is $16,446. The proposed application will fund the City’s existing Bigbelly dual-stream waste and recycling units, potential new units, and related recycling education efforts. Bigbelly units are solar-powered, sensor-equipped, and capable of communicating real-time status to collection crews, improving collection efficiency and reducing issues such as overflowing bins, litter, and pests. Each unit also includes a display window for City program and event messaging.
FISCAL IMPACT
Funding received from the Beverage Container Recycling City/County Payment Program will support the installation of additional Bigbelly units and the development of printed and digital outreach materials on proper waste and recycling sorting. No matching funds or increases to the Public Works operating budget are required.
Adoption of the resolution will authorize the Finance Department to amend the FY 2025-26 revenue budget upon receipt of funds, expected in June/July 2026.
