Resolution determining that no further review under the California Environmental Quality Act is required to accept a portion of Westborough Boulevard near Camaritas Avenue to be relinquished by San Mateo County for the purpose of constructing Fire Station 63.

WHEREAS, in the course of planning and design for the new Fire Station 63, Staff learned that a 1,097 square foot portion of land contiguous to but not within 71 Camaritas Avenue (APN 010-402-240) was necessary to build the station; and
WHEREAS, a portion of Westborough Boulevard was deeded as public right-of-way to San Mateo County and accepted by this Board on October 6, 1970; and
WHEREAS, pursuant to the California Streets and Highways Code Section 1731, San Mateo County is permitted to give County highway land to a City by resolution of the County Board of Supervisors; and
WHEREAS, initial Civic Campus plans included building a new Station 63 as Phase III of the Civic Campus Project. That portion of the plan was delayed to find a suitable location and develop funding for a new Fire Station 63. The City evaluated the environmental impacts of the Civic Campus Project pursuant to the California Environmental Quality Act (“CEQA”), and the City Council, as lead agency for purposes of CEQA, certified and adopted a Subsequent Environmental Impact Report (“SEIR”) at a duly noticed public hearing on December 13, 2017. The SEIR serves as the CEQA documentation for the City’s consideration and approval of the Project, and no additional CEQA review is required for the acquisition of additional property for the Project; and
WHEREAS, in accordance with the applicable requirements of Government Code Section 65402, on October 1, 2026, the Planning Commission will consider a resolution finding that the location, purpose and extent of the proposed acquisition of this property is in conformity with the City’s adopted General Plan
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco as follows:
1. The City Council finds and determines that the above recitals are true and correct and incorporated herein by reference.
2. The City Council finds and determines that the proposed acquisition of a portion of Westborough Boulevard near Camaritas Avenue and the action before the City Council are already included as a part of the project that was previously analyzed in the SEIR. Therefore, no additional CEQA analysis is required at this time. The documents and other material constituting the record for these proceedings are located at the Planning Division for the City of South San Francisco, 315 Maple Avenue, South San Francisco, CA 94080, and in the custody of the Chief Planner.
3. The City Council approves the acceptance of a portion of Westborough Boulevard near Camaritas Avenue relinquished by San Mateo County.
3. The City Manager or designee is authorized and directed to execute all documents and take all actions necessary to implement this Resolution, including without limitation the Certificate of Acceptance included in Exhibit A and all other necessary instruments, as applicable, subject to approval as to form by the City Attorney.
