RECOMMENDATION

Recommendation

It is recommended that the City Council adopt a resolution approving a consulting services agreement with 4LEAF, Inc. of Pleasanton, California for the Orange Memorial Park Main Playground Replacement Project (Project No. pk2301) in an amount not to exceed $761,845, authorizing the City Manager to execute the agreement, and authorizing a total contract budget of $838,030.

BACKGROUND/DISCUSSION

Orange Memorial Park is one of South San Francisco’s most treasured parks.  Park amenities include picnic areas, playgrounds, tennis, basketball, bocce ball courts, a skate area, a sculpture garden and passive lawns.  Recent improvements to the park include multi-use sports fields with construction underway on a new aquatic center and Veterans Memorial. 

 

The Orange Memorial Park Master Plan, developed through a robust community engagement effort and adopted in 2023 identified replacement of the existing main playground as an opportunity to develop an all-abilities playground.  The proposed playground is intended to be roughly the same size as the Red Morton Magical Bridge Playground in Redwood City (approximately 0.70 acres).  Last renovated in 2011, the main playground has been well used and well loved over the years. However, despite ongoing maintenance and repairs, the equipment and surfacing have reached the end of their useful life and are in need of replacement. 

 

Identified as a named project in the 2022 Bond Sale, the main playground replacement will be funded through a combination of bond sale proceeds and Park Construction funds. 

 

As an initial step in the pre-planning, design, and development of the main playground replacement, City staff issued a request for proposals (RFP) to furnish Owner’s Representative/Construction Management Services for the Orange Memorial Park Main Playground Replacement. The RFP was advertised through the online procurement portal OpenGov and released on November 4, 2025. Questions pertaining to the RFP were due November 14 with responses posted by November 21.  Proposal submission deadline was December 5, 2025, with all submissions collected through the online portal. Nine proposals were submitted.

The proposals were reviewed by a panel of four comprised of the Director of Parks and Recreation, Director of Capital Projects, Deputy Director of Capital Projects, and Acting Parks Manager.

 

Members of the panel rated the proposals in the following areas:

 

1. Knowledge and Understanding - Demonstrated understanding of the RFP objectives and work requirements. Identification of key issues. Methods of approach, work plan, and experience with similar projects related to type of services.

(35 points maximum) 

 

2. Management Approach and Staffing Plan - Qualifications of project staff (particularly key personnel such as the project manager), key personnel’s level of involvement in performing related work and the team’s experience in maintaining schedule

(25 points maximum) 

 

3. Qualifications of the Proposer Firm - Experience with similar projects. Technical experience in performing work related to type of services; record of completing work on schedule; strength and stability of the firm; technical experience and strength and stability of proposed subconsultants; demonstrated communications quality and success; and assessments by client references as available.

(20 points maximum) 

 

4. Total cost and cost effectiveness, including hourly rates, reasonableness, and appropriateness of preliminary task budget

Based on the proposal scoring, staff invited the four highest scoring firms to interview.  Interviews were conducted virtually on January 13, 2026, with an interview panel consisting of staff from Capital Projects and Parks and Recreation Departments.  Interviews were scored by the panel as follows:

Based on interview scores and panel consensus, staff engaged 4LEAF to refine and scale the scope of services to match the project complexity, resulting in a fee of $761,845.  The negotiated fee accounts for a robust community engagement program and the increased operational complexity of working within an active park. Furthermore, the scope ensures seamless coordination with the adjacent Orange Memorial Park Aquatic Center project to minimize site conflicts. The proposed fee is competitive and remains consistent with the range of proposals received for this project.

 

FISCAL IMPACT

This project is included in the City of South San Francisco’s Fiscal Year 2022-23 Capital Improvement Program. With the addition of a 10% contingency, the total contract amount is $838,030.

 

The City has prepared a consulting service agreement with the consultant for an initial term of March 15, 2026, to March 15, 2028. This aligns with the anticipated project completion schedule.

RELATIONSHIP TO STRATEGIC PLAN

Approval of this action will contribute to the City’s Strategic Plan. It aligns with Priority #2, which focuses on enhancing quality of life by building and maintaining a sustainable city and making South San Francisco a great place to live, learn, and play.

 

CONCLUSION

Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute a consulting services agreement with 4LEAF, Inc. based on the firm’s demonstrated qualification, experience, and highest overall evaluation ranking.
