Recommendation
It is recommended that the Parks and Recreation Commission receive an update and provide feedback on revisions to the Centennial Way Trail Master Plan prior to adoption by the City Council.

BACKGROUND/DISCUSSION
Staff and project consultants will be presenting revisions to the Centennial Way Trail Master Plan. A brief update is also summarized below.
Centennial Way Trail is a Class I bicycle and pedestrian pathway spanning three miles from the South San Francisco BART Station to the San Bruno BART Station. The City constructed and maintains the trail. In late 2020, the City accepted maintenance and development rights of additional portions of the BART right-of-way, significantly expanding opportunities for capital improvements and programming along the trail.
In early 2021, the City engaged the landscape design and planning firm, Callander Associates, to work with the community and various stakeholders to develop a vision plan to guide improvements and programming along the trail. A trail master plan was developed through a community engagement process that included pop-up events at the park and trail, online and printed surveys, stakeholder meetings, and public open houses.
An update of the engagement efforts and plan alternatives for the trail master plan was presented to the Parks and Recreation Commission in November 2021. Feedback received from the Commission and the public informed preferred plans for opportunities areas, which were included in the draft master plans presented to Parks and Recreation Commission in March 2022.
The San Francisco Public Utilities Commission (SFPUC) owns a large portion of the Centennial Way Trail between West Orange Avenue and Spruce Avenue. In May 2022, the SFPUC identified projects in the early stages of planning that could potentially impact improvements proposed in a draft version of the Centennial Way Trail Master Plan. These improvements included, but were not limited to, a future groundwater pump station and monitoring wells. At the request of the SFPUC, the Centennial Way Trail Master Plan was revised to not include proposed improvements on SFPUC property.
In November 2022, a revised version of the Centennial Way Trail Master Plan was presented to the Parks and Recreation Commission without improvements on SFPUC property between West Orange Avenue and Spruce Avenue. That master plan was then adopted by the City Council in February 2023.
In May 2024, the City once again engaged Callander Associates to coordinate further with the SFPUC regarding potential trail improvements on SFPUC property. Through a series of meetings with the SFPUC in June and July 2024, a revised master plan between West Orange Avenue and Spruce Avenue was developed that continues to include a widened trail, seating areas, interpretive signage, native landscape areas over SFPUC property, with the skate space and outdoor classroom located on BART property. Improvements proposed on SFPUC property are reflected in the attached plan.
Stakeholders and participants in the master planning process have been invited to attend the September 17, 2024 Parks and Recreation Commission hearing for a presentation by staff and the project designers regarding proposed updates to the Centennial Way Trail Master Plan between West Orange Avenue and Spruce Avenue. CONCLUSION
Discussion and feedback from the Commission is encouraged prior to a motion and vote to approve the amended plan. Staff will present the updated Centennial Way Trail Master Plan to City Council for formal adoption later this year.
