RECOMMENDATION

It is recommended that the City Council, by motion, accept the construction improvements of the Oyster Point Phase IIC Improvement Project (Project Nos. pf2204/pf2205/pf2206) as complete in accordance with plans and specifications (total construction cost $4,570,144.55).

 

Body

BACKGROUND/DISCUSSION

The area known as Oyster Point is in the northeastern portion of South San Francisco, accessed by Oyster Point Boulevard. Built above a capped landfill, the area has seen significant improvements over the past several years.  Much of the area has been improved in partnership between the City of South San Francisco and private developers. The area known as IIC is on the eastern half of the Oyster Point peninsula and owned by the City of South San Francisco and operated by the San Mateo County Harbor District. Portions of the area fall within the San Francisco Bay Conservation and Development Commission (BCDC) jurisdiction. Through a development permit originally issued by BCDC in 1979, along with subsequent amendments, the Harbor District developed a Marina along with other elements, including the Bay Trail. Through an agreement with the former Redevelopment Agency, funds were made available to the City of South San Francisco to perform maintenance and repairs to the landscape, parking area, and Bay Trail within area IIC while maintaining the site program.

 

On October 11, 2023, City Council awarded the Oyster Point Phase IIC Improvement Project (CIP Project Nos. pf2204/pf2205/pf2206) to GECMS Inc. dba Giron Construction of San Francisco, California. The improvements associated with this project were completed in October 2025.

The improvements included repairs to the upper parking lot, entry road, parking areas, pedestrian paving, site lighting, replacement of the picnic area, new seating and site amenities, including a wind screen, gateway, wayfinding, and interpretive signage, a dog park, and landscape planting and irrigation.

The Harbor District will continue to operate the area and perform ongoing maintenance on the improvements. The dog park and fitness areas will be operated and maintained by South San Francisco Parks and Recreation Department.

 

FISCAL IMPACT

The total construction cost incurred for the project is summarized as follows:

This project is included in the City of South San Francisco’s Fiscal Year 2021-22 Capital Improvements Program (Project Nos. pf2204/pf2205/pf2206) and is funded by the Successor Agency.

 

RELATIONSHIP TO STRATEGIC PLAN

This effort is included in the City’s Strategic Plan. It aligns with Priority #2 which is focused on enhancing quality of life by building and maintaining a sustainable city, making our city a great place to live, learn, and play.

 

 

CONCLUSION

Staff recommends acceptance of the project as complete. Upon acceptance, a Notice of Completion (included herein as Attachment A) will be filed with the County of San Mateo Recorder’s Office. At the end of the thirty-day lien period, the retention funds will be released to the contractor.
