RECOMMENDATION
It is recommended that the City Council adopt a resolution authorizing the City Manager to execute a 36-month uniform services agreement with Cintas to serve the Public Works Maintenance, Water Quality, and Parks and Facilities Divisions.
BACKGROUND/DISCUSSION
Uniform services are essential for the City’s Public Works Maintenance, Water Quality, and Parks and Facilities staff to perform their duties safely and professionally. Staff rely on uniforms that are safe, durable, and reliable to perform their daily duties in compliance with regulatory standards. Historically, each division manages its own uniform agreements and accounts, resulting in inconsistent service and administrative inefficiencies.
In preparation for the upcoming fiscal year, staff collaborated to evaluate current uniform services and identify opportunities for improved quality, efficiency, and safety. Through this coordinated effort, staff conducted a competitive evaluation of service providers, including Cintas, Vestis (previously known as Aramark), and Alsco Uniforms. Vendors were ranked based on uniform quality, safety compliance, service reliability, and customer service. Cintas ranked the highest and was selected as the recommended vendor to serve all three divisions.
The proposed contract with Cintas will consolidate services into a single agreement while allowing each division to retain control of its individual service needs. The new contract provides several key improvements:
• Improved uniform durability and fit: Enhanced uniform materials and design better support daily fieldwork.
• Safety-compliant options: High-visibility garments meet all applicable safety and regulatory standards.
• Reliable delivery and laundering: Consistent schedules ensure uniforms remain available and in good condition.
• Responsive service: Dedicated account management and customer service improve responsiveness and reduce delays.
The unified vendor contract standardizes uniform quality and service across all divisions while preserving each division’s management of its own needs, supporting collaboration, employee safety, and operational efficiency.

FISCAL IMPACT
This uniform services agreement is established for a 36-month term with an annual not-to-exceed amount of $215,000. The agreement allows for an annual price adjustment not to exceed three percent (3%) and includes an option to renew for additional years at the City’s discretion.
Funding for these uniform services has been included in the FY 2025-26 Annual Operating Budget, with each division responsible for covering its respective portion of the costs.
CONCLUSION
Staff recommends approving this citywide uniform services agreement with Cintas, which represents a coordinated effort to enhance the safety, quality, and consistency of uniform services for Public Works and Parks and Facilities staff. By consolidating services under one vendor while maintaining flexibility for each division to manage its own needs, the City will ensure reliable, safety-compliant uniforms, consistent standards, streamlined management, and improved customer support.
