Resolution authorizing the City Manager or designee to enter into a landscape maintenance services agreement with Gothic Landscaping of San Jose, California for Common Greens Landscape Maintenance Services in an amount not to exceed $794,262.32 and a Right-of-Way Landscape Maintenance Services in an amount not to exceed $752,017.32, for a total not to exceed amount of $1,546,279.64 for a twenty-four month term beginning September 1, 2026.

WHEREAS, The City of South San Francisco (“City”) currently contracts out for certain specialized landscape maintenance services throughout the city to maintain the City’s safety and aesthetic objectives; and
WHEREAS, the City issued two Requests for Proposals (“RFP”) for Landscape Maintenance Services on May 15, 2026; and
WHEREAS, the bid periods closed on June 5, 2026; and
WHEREAS, five bids were received for the Common Greens Maintenance Services project, and four bids were received for the Right-of-Way Maintenance Services project; and
WHEREAS, staff has reviewed all bids for both projects based on cost of services, projected maintenance schedule, demonstrated experience with projects this size, knowledge of current trends and practices, and size/allocation of labor force dedicated to the project; and
WHEREAS, at the conclusion of the review, staff agreed that Gothic Landscape put forward the most comprehensive and price-conscientious bid for both the Common Greens and Right-of-Way contracts; and
WHEREAS, the proposals had the most appropriate number of staff and type of staff allocated to each project to accomplish the goals of the Parks and Recreation Department and City; and
WHEREAS, staff recommends an additional contract authority of $40,000 annually, per project, for a total not to exceed annual amount of $397,131.16 for the Common Greens Maintenance Services project and a total not to exceed annual contract amount of $376,008.66 for the Right-of-Way Maintenance Services project.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of South San Francisco hereby authorizes the City Manager or designee to execute a landscape maintenance services agreement as approved to form by the City Attorney with Gothic Landscaping of San Jose, California for the Common Greens Maintenance Services project in an amount not to exceed $794,262.32 and for the Right-of-Way Maintenance Services project in an amount not to exceed $752,017.32 for a total not to exceed amount of $1,546,279.64 including contingencies, in substantially the same form as Exhibit A attached hereto and incorporated herein by this reference and take any other action necessary to further the intent of this resolution.
BE IT FUTHER RESOLVED that the contract is conditioned on the contractor’s timely execution of the project agreements and submission of all required documents, including, but not limited to, certificates of insurance and endorsements, in accordance with the project documents.
