Resolution approving Program Supplement Agreement No. F028 Revision 3 and authorizing the City Manager or designee to execute the document, and authorizing Budget Amendment Number 27.001 to include Program Supplemental Agreement No. F028 Revision 3 with the State of California for the Bridge Preventive Maintenance Program (Project No. st1703) in an amount of $1,268,527 with a total local match of $682,327 from the Infrastructure Reserve Fund.

WHEREAS, the City of South San Francisco (“City”) has an ongoing Bridge Preventive Maintenance Program (BPMP) for the sixteen (16) vehicle bridges that are under the California Department of Transportation (Caltrans) Bridge Inspection Program. The BPMP was created to help local agencies extend the life of their bridges by performing certain activities that have been preapproved by the Federal Highway Administration; and
WHEREAS, the City of South San Francisco (“City”) staff applied for and, in 2026, received Program Supplemental Agreement No. F028 Revision 3 from Caltrans; and
WHEREAS, the City of South San Francisco is eligible to receive Federal and/or State funding for certain Transportation Projects, through the California Department of Transportation and;
WHEREAS, Master Agreements, Program Supplemental Agreements, Fund Exchange Agreements and/or Fund Transfer Agreements need to be executed with the California Department of Transportation before such funds could be claimed and;
WHEREAS, the City of South San Francisco wishes to delegate authorization to execute these agreements and any amendments thereto to the City Manager or authorized designee to execute all Master Agreements, Program Supplemental Agreements, Fund Exchange Agreements, Fund Transfer Agreements and any amendments thereto with the California Department of Transportation.
WHEREAS, Program Supplement Agreement No. F028 Revision 3 authorizes Federal funding in the amount of $1,268,527 for the maintenance of nine bridges identified in the Caltrans Bridge Inspection Reports, with a local match of $682,327 for this program supplement agreement from the Infrastructure Reserve Fund, for a combined total amount of construction cost, including construction support, of $1,950,854; and
WHEREAS, Budget Amendment Number 27.001 will amend the Fiscal Year 2026-27 Operating Budget to reflect the addition of $1,268,527 for the Bridge Preventative Maintenance Program.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of South San Francisco hereby authorizes the addition of $1,268,527 to the Bridge Preventive Maintenance Program to reflect the accepted $1,268,527 Program Supplemental funding and the appropriated additional $682,327 from the Infrastructure Reserve fund for a local match for this Program Supplement Agreement No. F028 Revision 3.
BE IT FURTHER RESOLVED that the City Council of South San Francisco hereby approves Program Supplement Agreement No. F028 Revision 3 attached hereto and incorporated herein as Exhibit A, and authorizes the City Manager or designee to execute the agreement in substantially the same form as Exhibit A.
BE IT FURTHER RESOLVED that the City Council approves Budget Amendment Number 27.001 to amend the Fiscal Year 2026-27 Operating Budget in accordance with the above.
BE IT FURTHER RESOLVED that the City Council hereby authorizes the City Manager or designee to take any other actions necessary to carry out the intent of the staff report or this resolution on behalf of the City Council, subject to approval as to form by the City Attorney.
