Resolution approving the closure of select Capital Improvement Program projects during Fiscal Year 2025-26, approving formal closure, deferral, funding source adjustments, and deallocation of select prior-year CIP projects, and Budget Amendment Number 26.066.

WHEREAS, as part of the annual Capital Improvement Program review process, City staff evaluated all active capital projects to assess project status, funding availability, delivery schedules, and consistency with current City priorities; and
WHEREAS, this review identified completed projects eligible for administrative closeout during Fiscal Year 2025-26, projects requiring funding source modifications, projects with appropriations available for reprogramming to future fiscal years, and projects recommended for deallocation; and
WHEREAS, staff identified approximately $12.3 million in prior-year appropriations associated with project closures, funding source modifications, reprogramming, and deallocations; and
WHEREAS, Attachment 3 to the staff report associated with this Resolution identifies the projects recommended for closure during FY 2025-26 and the funding actions proposed through Budget Amendment Number 26.066; and
WHEREAS, the proposed actions are administrative and fiscal adjustments intended to maintain accurate project budgets, appropriately align funding sources with eligible project expenditures, and ensure available funding remains aligned with current City priorities; and
WHEREAS, approval of Budget Amendment Number 26.066 is exempt from review under the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15378(b)(4).
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco hereby approves the closure of the capital projects identified in Attachment 3 to the staff report associated with this Resolution, with project closeout activities to occur during Fiscal Year 2025-26.
BE IT FURTHER RESOLVED that the City Council hereby approves the funding source modifications, appropriation reprogramming, and project deallocations identified in Attachment 3 to the staff report associated with this Resolution.
BE IT FURTHER RESOLVED that the City Council hereby approves Budget Amendment Number 26.066.
BE IT FURTHER RESOLVED that the City Manager, Director of Finance, Director of Public Works/City Engineer, or their designees are authorized to complete all accounting, budgetary, project closeout, appropriation transfer, funding source adjustment, and administrative actions necessary to implement the intent of this resolution.
BE IT FURTHER RESOLVED that final deallocation amounts by funding source for projects approved for closure may vary based upon final expenditures and year-end accounting adjustments completed as part of the FY 2025-26 financial close process.
