Recommendation
It is recommended that the City Council, by motion, accept the construction improvements of the Corporation Yard Roofing Project (CIP Project No. pf2202) as complete in accordance with plans and specifications (total construction cost $1,827,189).

BACKGROUND/DISCUSSION
The Corporation Yard at 550 North Canal Street is the headquarters of operations for Public Works, Parks, and Facilities. As part of the 2021A Lease Revenue Bond Series, $2 million was appropriated for a roof replacement and solar panel project at the Corporation Yard. Staff was directed to wait on this project until it was certain the $2 million would not be needed to fund unanticipated costs for the construction of Library | Parks and Recreation. Following substantial completion of L|PR, staff began work on the Corporation Yard Roof project. The roof was completed in late 2025 and the solar panels are currently being installed by Peninsula Clean Energy. The additional construction contingency was used to address spots of unanticipated dry rot in the structure below the roof.
The total construction contract cost incurred for the project is summarized as follows:

FISCAL IMPACT
This project was included in the City of South San Francisco’s Fiscal Year 2020-21 Capital Improvement Program and was approved by City Council on August 13, 2025, with a total project budget (construction cost plus soft costs) of $2,000,000. The actual construction cost ($1,827,189) exceeded the projected construction cost ($1,744,710) by $82,479, representing a 4.7% cost increase that was paid out of the overall project budget reserve.

This effort is included in the City’s Action Plan. It aligns with the Quality of Life Major Focus Area.
CONCLUSION
Staff recommends acceptance of the project as complete. Upon acceptance, a Notice of Completion will be filed with the County of San Mateo Recorder’s Office. At the end of the thirty-day lien period, the retention funds will be released to the contractor.
