Recommendation 

Staff recommends that the City Council hold a public hearing on the Program Year 2024-2025 Consolidated Annual Performance and Evaluation Report for the City of South San Francisco’s Community Development Block Grant Program and adopt a resolution approving the Program Year 2024-2025 Consolidated Annual Performance and Evaluation Report and authorizing its submittal to the U.S. Department of Housing and Urban Development.

BACKGROUND/DISCUSSION 

The U.S. Department of Housing and Urban Development (HUD) requires jurisdictions that receive Community Development Block Grant (CDBG) funds to submit a year-end Consolidated Annual Performance and Evaluation Report (CAPER) on an annual basis. The CAPER describes how the City utilized its CDBG funds to address the City’s housing and community development needs. It further compares the City’s accomplishments to the goals the City set in the Program Year (PY) 2024-2025 Annual Action Plan (AAP).

The CAPER outlines the activities that were funded and the community members that were served and provides a comprehensive accounting of all CDBG funds allocated, expended, and/or reprogrammed during PY 2024-25. Pursuant to the CDBG regulations, the City must provide a 15-day public comment period and hold a public hearing on the CAPER, prior to submitting it to HUD. A public notice relating to the availability of the draft CAPER was advertised in the San Mateo County Times and posted on the City’s website on August 22, 2025. The report was made available at the City’s Economic & Community Development Department offices, the City’s public libraries, and on the City’s website. Any comments received during the comment period or at the public hearing will be incorporated into the CAPER.

In PY 2024-2025, the City drew down $173,139.74 in CDBG funding and $5,861.96 in HOME administrative funding received from the San Mateo County HOME Consortium. The City used the CDBG funds to support a number of programs, including public services, home repair programs, and administration. Specifically:

                     210 individuals were served through the City’s public service programs, which provided entrepreneurship training programs (Renaissance Entrepreneurship Center), youth mentoring services (Friends for Youth), youth rape trauma services (Rape Trauma Services), and dental health services (Magic Tooth Bus).

                     Four persons received comprehensive fair housing services, 20 persons received consultations and referrals, and 36 individuals were reached through six outreach efforts at community events to foster a deeper understanding of fair housing rights by Project Sentinel. This activity is funded through HOME funds by San Mateo County.

                     Six households were served through the City’s housing rehabilitation programs through Rebuilding Together Peninsula’s Safe at Home and National Rebuilding Day programs.

Concurrently, the City’s Housing Trust Funds supported 679 individuals through various housing services in partnership with Community Overcoming Relationship Abuse (CORA), HIP housing, Legal Aid Society of San Mateo County, LifeMoves, Ombudsman Services of San Mateo County, Inc., Samaritan House, and StarVista.

 

FISCAL IMPACT 

Holding this public hearing has no fiscal impact on the General Fund. Further, the incorporation of the CDBG funding reduces spending from the City’s General Fund towards programs such as public services, minor home repair, and public improvement projects.

 

CONCLUSION 

Staff recommends that the City Council hold a public hearing in accordance with HUD requirements to hear public comments on the PY 2024-2025 CAPER and adopt a resolution approving the PY 2024-2025 CAPER and authorizing its submittal to HUD.
