Resolution of the City Council of the City of South San Francisco supporting the US 101/Produce Avenue Off-Ramp Improvements and authorizing submittal of an application for the San Mateo County Transportation Authority’s 2025 Measure A and Measure W Highway Program Call for Projects. (tr1404)

 

Body

WHEREAS, the City of South San Francisco has identified a need for enhancements at the US 101/Produce Avenue Off-Ramp and adjacent Airport Boulevard/San Mateo Avenue/Produce Avenue intersection (“Project”); and

 

WHEREAS, the Project will provide enhancements to ease traffic congestion along US Highway 101 and accommodate future developments in the neighboring vicinity; and

 

WHEREAS, the City of South San Francisco is currently completing the design consisting of the Plans, Specifications, & Estimate (PS&E) Phase and is preparing to transition into the Construction Phase upon PS&E completion due in December 2026; and

 

WHEREAS, it will cost up to $9,000,000 to complete the Project Construction Phase; and

 

WHEREAS, the City of South San Francisco, in conjunction with the San Mateo County Transportation Authority (TA), wishes to sponsor the Project Construction Phase; and

 

WHEREAS, the City of South San Francisco seeks up to $9,000,000 for the Project Construction Phase; and

 

WHEREAS, on June 7, 1988, the voters of San Mateo County approved a ballot measure to allow the collection and distribution by the TA of a half-cent transactions and use tax in San Mateo County for 25 years, with the tax revenues to be used for highway and transit improvements pursuant to the Transportation Expenditure Plan presented to the voters (Original Measure A); and

 

WHEREAS, on November 2, 2004, the voters of San Mateo County approved the continuation of the collection and distribution by the TA of the half-cent transactions and use tax for an additional 25 years to implement the 2004 Transportation Expenditure Plan beginning January 1, 2009 (New Measure A); and

 

WHEREAS, on November 6, 2018, the voters of San Mateo County approved a ballot measure known as "Measure W," which increased the sales tax in San Mateo County by 1/2 percent, and tasked the TA with administering four of the five transportation program categories pursuant to the Congestion Relief Plan presented to the voters; and

                     

WHEREAS, the TA issued a Call for Projects for the Measure A and Measure W Highway Program funds on July 11, 2025; and

 

WHEREAS, the TA requires applicants for Measure A and/or Measure W funds to submit a resolution in support of the application, in this case, for up to $9,000,000 in Measure A Highway Program funds for the Project; and

 

WHEREAS, the TA also requires applicants to submit a resolution committing to the completion of the proposed project scope, in this case, the Project; and

 

WHEREAS, if the TA Board awards Measure A and/or Measure W Highway Program funds to the Project, the TA will require that the City of South San Francisco commence work within one year of TA Board action.

 

NOW, THERFORE, BE IT RESOLVED that the City Council of the City of South San Francisco:

 

1.                     Directs staff to submit an application for TA 2025 Measure A and Measure W Highway Program funds for up to $9,000,000 for the US 101/Produce Avenue Off-Ramp Improvements Project.

 

2.                     Certifying that any funds awarded by the TA will be used to supplement existing funds for program activities, and will not replace existing funds or resources; and

 

3.                     Authorizes the City Manager to execute a funding agreement with the TA for the City of South San Francisco to receive any Measure A and/or Measure W Highway Program funds awarded, subject to approval as to form by the City Attorney;

 

4.                     Commits $626,619 in other matching funds for the completion of the Project Construction Phase, if awarded the requested TA Measure A and/or Measure W Highway Program funds; and

 

5.                     Directs the City of South San Francisco to commence work on the Project within one year of receiving an award of Measure A and/or Measure W Highway Program Funds.

 

BE IT FURTHER RESOLVED that the City Council authorizes the City Manager to execute the necessary documents and take any other related actions consistent with the intention of this resolution.
