Resolution approving a Consulting Services Agreement for the development of Plans, Specifications, and Estimate (PS&E) with AECOM of San Jose, California in an amount not to exceed $8,000,000 and accepting a San Mateo County Transportation Authority (TA) Highway Program grant for the project in the amount of $2,700,000 with a local match of $300,000 for the Utah Avenue Overcrossing Project (tr1404).

WHEREAS, the Utah Avenue Overcrossing Project will provide multi-modal transportation options for residents while serving its purpose of being a new linkage between the east and west of US 101 community areas located in the City of South San Francisco; and
WHEREAS, the project is included in the City of South San Francisco's Fiscal Year 2023-24 and Capital Improvement Program (tr1404); and
WHEREAS, on September 8, 2023 staff prepared and advertised a Request for Proposals; and
WHEREAS, on October 27, 2023 staff received a sole proposal from AECOM; and
WHEREAS, on November 12, 2023, AECOM was interviewed by a six-member panel; and
WHEREAS, staff recommends awarding the Consulting Services Agreement to AECOM of San Jose, California in an amount not to exceed $8,000,000; and
WHEREAS, staff also requests the City Council accept a TA Highway Program grant in the amount of $2,700,000 with a local match of $300,000 for the Utah Avenue Overcrossing Project; and
WHEREAS, the City Council is also requested to approve Budget Amendment Number 24.033, which will add $3,000,000 into the Project funding which consists of a TA Highway Program grant award in the amount of $2,700,000 with a City local match of $300,000.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San Francisco that the City Council hereby awards a Consulting Services Agreement to AECOM of San Jose, California in an amount not to exceed $8,000,000, as shown in Exhibit A attached hereto and incorporated herein.
BE IT FURTHER RESOLVE that the City Council accepts a TA Highway Program grant award in the amount of $2,700,000 with a local match of $300,000 for the Utah Avenue Overcrossing Project.
BE IT FURTHER RESOLVED that the City Council approves Budget Amendment Number 24.033 to add $3,000,000 into the Project funding which consists of a TA Highway Program grant in the amount of $2,700,000 and a City local match of $300,000.
BE IT FURTHER RESOLVED that the City Council hereby authorizes the City Manager to execute a Consulting Services Agreement in substantially the same form as Exhibit A, as well as other documents necessary to accept the grant funding, and take any other actions necessary to carry out the intent of this resolution that do not materially increase the City’s obligations on behalf of the City Council, and subject to approval as to form by the City Attorney.
BE IT FURTHER RESOLVED the Finance Department is authorized to establish the Project Budget consistent with the information contained in this resolution and the accompanying staff report.
