RECOMMENDATION

Recommendation

It is recommended that the City Council adopt a resolution authorizing the Chief of Police to execute a Memorandum of Understanding with San Mateo County law enforcement agencies to provide a standardized approach and method of collection and sharing information within their electronic data systems.

BACKGROUND/DISCUSSION

San Mateo County allied law enforcement agencies have a longstanding history of working together to provide efficient utilization of resources in public safety efforts. In the coming year, several local agencies, including the City of South San Francisco, will begin utilizing a shared AI-powered law enforcement system called C3 AI, a project which is funded by Organized Retail Theft grant funds. The C3 AI tool will aggregate data from police records, dispatch software, license plate readers, and other intelligence into a single application, enabling law enforcement to efficiently and accurately search through various disparate datasets.

The Memorandum of Understanding (MOU) outlines an agreement between County law enforcement agencies for the purpose of securely sharing data in support of public safety efforts.  The MOU establishes a standardized framework for collaboration and data exchange, specifically to enhance public safety using this centralized, AI-powered law enforcement system. Authorized personnel from each agency will have secure, regulated access to shared data for investigative purposes, adhering to federal and state security standards. Member agencies retain control over their data and can restrict access as needed. The agreement emphasizes data security, proper training for users, compliance with legal standards, and respect for privacy rights, prohibiting data use for immigration enforcement. The MOU will be reviewed every three years, with an option for parties to withdraw or amend.

Data sharing among law enforcement agencies is essential for creating a comprehensive view of criminal activity across jurisdictions. This can enable a faster response and ultimately improve public safety. Staff recommends approving the MOU, as it fosters a unified approach to data sharing across all participating entities.

 

FISCAL IMPACT

There is no fiscal impact associated with this action.  The San Mateo County Sheriff’s Office fully funds the application through the BSCC Organized Retail Theft Grant, allowing the South San Francisco Police Department access at no cost through 2026.  There is no in-house cost, as the associated databases are configured for data sharing. 

 

RELATIONSHIP TO STRATEGIC PLAN

Approval of this resolution meets the City’s strategic goal of public safety.

 

CONCLUSION

It is recommended that the City Council adopt a resolution authorizing the Chief of Police to execute a Memorandum of Understanding (MOU) with San Mateo County law enforcement agencies to provide a standardized approach and method of collection and sharing information within their electronic data systems.
