Recommendation
Staff recommends that the City Council adopt a resolution awarding a construction contract to Tri-Valley Contracting, Inc. of Orinda, California for Junipero Serra Boulevard Buffered Bike Lane Enhancement Project (Project No. TR2502, Bid No. 2703) in an amount not to exceed $370,295.50, authorizing a total construction contract authority budget of $445,000.00, and authorizing the City Manager to execute the agreement on behalf of the City, and approving Budget Amendment Number 25.052 to add $120,000 to the project budget.

BACKGROUND/DISCUSSION
The Junipero Serra Boulevard Buffered Bike Lane Enhancement Project (Project) aims to improve safety and reduce traffic stress for bicyclists by upgrading the existing buffered bike lanes to protected Class IV bikeways. This will be achieved through the installation of physical barriers-specifically, green K71 bollards-along a two-mile corridor from Hickey Boulevard to Avalon Drive. See Attachment 1 - Vicinity Map. This segment is identified as a future low-stress bikeway facility in the Active South City Plan, and the proposed improvements are expected to significantly enhance the safety, comfort, and accessibility for cyclists of all ages and abilities. By increasing separation between vehicle and bicycle traffic, the Project promotes active transportation and supports the City’s efforts to encourage sustainable, multimodal mobility options within the community.
Transportation Development Act (TDA) Article 3 program
On September 18, 2023, the City/County Association of Governments (C/CAG) issued a Call for Projects under the Transportation Development Act (TDA) Article 3 program, which provides funding for eligible pedestrian and bicycle infrastructure improvements. These funds are allocated from Local Transportation Funds and the State Transit Assistance fund and are intended to support projects that enhance non-motorized travel and safety.
City staff evaluated the program’s eligibility criteria and funding requirements and determined that a quick-build bike lane enhancement project along Junipero Serra Boulevard would be the most competitive and impactful candidate for this cycle. As a result, the City submitted an application and was awarded $345,717 in TDA Article 3 funding to implement this Project. The funding will support the design and construction of the proposed bikeway enhancements.
Bid Process and Results
The Project was advertised using formal bid procedures for public projects greater than $200,000 in accordance with the City’s purchasing policy, which falls under Procurement Type 1: Competitive Bidding for Construction Projects. For more details on the City’s Procurement Process, refer to Attachment 2.
This procedure awards the contract to the lowest responsive and responsible bidder.
Staff advertised a notice inviting bids for the Project on March 10, and March 17, 2025. On April 10, 2025, staff received four (4) bid proposals in response to the notice inviting bids. Staff reviewed all bid proposals and identified that Tri-Valley Contracting, Inc. of Orinda, California, was the lowest responsible bidder. Staff verified the low bidder’s current contractor’s license with the California State Licensing Board and found it in good standing.
The Project was advertised with a “Base Bid” schedule only. The selection of award of a contract is based on the lowest responsive bid for the Base Bid schedule.

*Although Zara Construction submitted the lowest bid, a thorough review by City staff and the City Attorney's Office revealed that their bid does not meet the City's bid specifications. As a result, Zara Construction’s bid was deemed non-responsive and has been rejected. Please refer to Attachment 3 for the Notice of Bid Rejection letter, which provides a detailed explanation.
Tri-Valley Contracting, Inc. submitted a bid that is approximately 12% lower than the Engineer’s Estimate. Upon review, staff determined that the bid is competitive and not materially unbalanced.

The construction contingency will be used for any additional costs related to design changes during the construction operations. There are no Disadvantaged Business Enterprise (DBE) requirements since no federal funds are being utilized on the Project.
FISCAL IMPACT
This Project (CIP No. TR2502) is included in the City of South San Francisco’s fiscal year 2024-2025 Capital Improvements Program.
An additional $120,000 in Citywide Traffic Impact Fee funds is required to fund the Project. The additional funding will ensure sufficient coverage for construction, construction contingency, construction management and inspection, and miscellaneous project costs.

Approval of this action will contribute to the City’s Strategic Plan outcome of improved Quality of Life by maintaining and improving infrastructure to serve the public.
CONCLUSION
Awarding the construction contract to Tri-Valley Contracting, Inc. of Orinda, California, for the Junipero Serra Boulevard Buffered Bike Lane Enhancement Project and approving Budget Amendment Number 25.052 will improve safety and reduce traffic stress for bicyclists along this critical corridor.
