Resolution approving and authorizing the City Manager to execute a Third Amendment to the Consulting Services Agreement with Frank and Grossman Landscape Contractors, Inc. of Hayward, California for citywide right-of-way landscape maintenance services in an amount not to exceed $332,291.06 ($312,291.06 contract amount plus $20,000 contingency) for an additional and final twelve-month term beginning July 1, 2025

WHEREAS, the City of South San Francisco (“City”) issued a Request for Proposals for Landscape Maintenance Services on March 1, 2021; and
WHEREAS, the City awarded a landscape services agreement to Frank and Grossman Landscape Contractors of Hayward, California for the Right-of-Way Landscape Maintenance Services Project in a total amount not to exceed $616,064 for a twenty-four-month term based on their overall proposal score, which included evaluation of project costs, project understanding, project completion schedule, qualifications, and experience; and
WHEREAS, the initial term of that agreement ended on June 30, 2023; and
WHEREAS, the first amendment to the agreement ended on June 30, 2024; and
WHEREAS, the second amendment to the agreement ends on June 30, 2025; and
WHEREAS, staff has favorably reviewed the performance of the contractor; and
WHEREAS, staff has reviewed the current scope and negotiated an additional three percent increase for escalating costs and newly remodeled areas, which is an annual increase of $9,095.86; and
WHEREAS, additional costs for the added scope of work will be funded by existing funds within the Water Quality Control Plant’s and Parks and Recreation Department’s operating budgets.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of South San Francisco hereby approves a Third Amendment to the Consulting Services/landscape services Agreement with Frank and Grossman of Hayward, California, for a third time of three possible extensions the Right-of-Way Landscape Maintenance Services Project, for an additional $312,291.06 plus $20,000 contingency (for a new total not-to-exceed contract amount of $1,550,310.26) for an additional and final twelve month term, for the Common Greens Landscape Maintenance Services Project, as attached in Exhibit A and incorporated herein.
BE IT FURTHER RESOLVED that the amendment is conditioned on both Gothic Landscaping’s timely execution of the contract amendment and submission of all required documents, including but not limited to, certificates of insurance and endorsements.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the Third Amendment in substantially the same form as Exhibit A, and any other necessary documents on behalf of the City, subject to approval as to form by the City Attorney.
