WHEREAS, the South San Francisco Fire Department (SSFFD) is recommending the purchase of one basic life support (BLS) ambulance, and

 

WHEREAS, the SSFFD has two front-line Advanced Life Support (ALS) ambulances operating 24 hours a day, one front-line Basic Life Support (BLS) ambulance operating 12 hours per day, and two reserves consisting of one ALS and one BLS that serve as back-up when ambulances need to be serviced or when the demand for increased staffing arises; and

 

WHERES, the department strives to maintain an ambulance replacement schedule where the three ALS ambulances are replaced every nine years on a staggered three-year cycle and the BLS ambulances every 10 years on a five-year staggered cycle which was disrupted by the COVID-19 pandemic; and

 

WHEREAS, ambulance manufacturer build times are extending from the usual one year, to two and half years pushing replacement of the next ALS ambulance from nine years to 13 years; and

 

WHEREAS, since August of 2021 to the last week of February 2022 our BLS ambulance (vehicle 507) has been out of service, awaiting an emissions part that has failed and has forced the department to rely on a reserve BLS ambulance (vehicle 526) that was built in 2003; and

 

WHEREAS, staff contacted Red Sky Emergency Vehicles to find ambulance purchase options and found that a demonstration model ambulance was available for immediate purchase at a significant discount; and the demonstration model, a 2021 Crestline Ford F350 Type 1 ambulance, was evaluated by fire department staff and corporation yard mechanics; and

 

WHEREAS, the purchase price of the vehicle with taxes, added technology, equipment, paint and graphics is $262,865; and

 

WHEREAS, Budget Amendment 22.055 in the amount of $262,865 consists of $202,406 coming from General Fund Reserves and $60,459 of eligible Public Safety Impact Fees.

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco does hereby take the following actions:

 

 

1.                     Approves the purchase of one basic life support (BLS) ambulance in the amount of $185,702.

2.                     Approves the purchase of equipment and technology in the amount $77,163.

3.                     Authorizes the City Manager to enter into a purchase agreement with Red Sky Emergency Vehicles in the amount of $245,565, attached hereto as Exhibit A.

4.                     Authorizes the City Manager to execute a purchase agreement for related equipment.

5.                     Approves budget amendment 22.055 in the amount of $262,865 appropriating $202,406 from General Fund Reserves and authorizing the use of $60,459 from the Public Safety Impact Fee Fund into the Vehicle Replacement Fund.

6.                     Authorizes the City Manager to take any other action consistent with carrying out the intent of this resolution.
