RECOMMENDATION

Recommendation

Staff recommends that the City Council adopt a resolution awarding a construction contract to JJR Construction, Inc. of San Mateo, California, for the CDBG Ramps and Paths Project (No., ST2506, Bid No., 2701) in an amount not to exceed $723,267.25, authorizing a total construction contract authority budget of $833,267.25, and authorizing the City Manager to execute the agreement on behalf of the City.

BACKGROUND/DISCUSSION

In 2023, the City of South San Francisco allocated $1,000,000 to Complete Streets Improvements Project (No. ST2401) to design and construct various pedestrian and drainage improvements throughout the City.

 

In 2024, the Community Development Block Grant (CDBG) Program identified eligible public improvement projects within Project ST2401. The project scope includes removing and reconstructing approximately 80 curb ramps at certain locations in the City and constructing an accessible path at Cypress and Pine Park.

 

The community will benefit from new curb ramps by providing a ramped surface from the crosswalk to the sidewalk, improving mobility for road users with ambulatory difficulties, and improving the experience for anyone, whether walking, pushing a stroller, or in a wheelchair. The accessible path connection at Cypress and Pine Park will similarly improve access to park facilities and unlock new funding opportunities.

 

On December 11, 2024, staff presented these improvements at a regularly scheduled City Council meeting, requesting approval of an amendment to the CDBG PY 2024-2025 Action Plan. The Council-approved resolution increased the Public Facilities and Infrastructure Improvements budget to $861,980.78.

 

The Project’s design phase, including the required environmental review and documentation, will be completed by April 2025. Final funding recommendations for the CDBG PY 2025-2026 Action Plan are scheduled to be presented to the Council on May 28, 2025, with submission to the United States Department of Housing and Urban Development (HUD) by June 1, 2025.

 

On March 5, 2025, City Council approved the creation of the Project for purposes of advertising for bids and construction via resolution 33-2025.

 

Bid Process and Results

The Project was advertised using formal bid procedures for public projects greater than $200,000 in accordance with the City’s purchasing policy. This procedure awards the contract to the lowest responsive and responsible bidder.

 

The Project was advertised in the San Mateo Daily Journal on March 25, 2025. On April 17, 2025, staff received five (5) bid proposals in response to the notice inviting bids. Staff reviewed all bid proposals and identified that JJR Construction, Inc. of San Mateo, California, was the lowest responsive and responsible bidder. Staff verified JJR Construction, Inc. contractor’s license with the California State Licensing Board and found it in good standing.

JJR Construction, Inc.’s bid is 8% lower than the Engineer’s Estimate. Staff reviewed the bid and found it competitive and not materially unbalanced.

The construction contingency will be used for any additional costs related to differing or unanticipated site conditions discovered during construction operations, including the replacement of existing damaged sidewalk adjacent to curb ramp construction. The Project has no Disadvantaged Business Enterprise (DBE) requirements; however, JJR Construction Inc. is a certified DBE.

 

Construction Impacts

The Project will require the closure of sidewalks, crosswalks, parking lanes, and adjacent travel lanes. Signs, barricades, and traffic control measures such as flagging will be in place. Road users can expect minimal impacts, as work at any given location will normally be completed within a few weeks.

 

FISCAL IMPACT

CIP Project No. ST2506 was included in the City of South San Francisco’s FY 2024-2025 Capital Improvement Program through Resolution 33-2025. It is funded by $861,980.78 from the CDBG PY 2024-2025 Action Plan under the Public Facilities and Infrastructure Improvements budget. An additional $172,319.00 in anticipated CDBG PY 2025-2026 funding is expected to fully cover the Project's projected cost.

 

RELATIONSHIP TO STRATEGIC PLAN

This action will contribute to the City’s Strategic Plan action MOB-2.1.5 Address ADA Accessibility by removing architectural barriers in the City’s transportation infrastructure.

 

CONCLUSION

Staff recommends that the City Council adopt a resolution awarding a construction contract to JJR Construction, Inc. of San Mateo, California for the CDBG Ramps and Paths Project (No. ST2506, Bid No. 2701) in an amount not to exceed $723,267.25, authorizing a total construction contract authority budget of $833,267.25, and authorizing the City Manager to execute the agreement with the Contractor on behalf of the City.
