Resolution authorizing the acceptance of Older Americans Act grant funds from the San Mateo County Aging and Disability Services Division in the amount of $114,907 and amending the Parks and Recreation Department Fiscal Year 2026-27 Operating Budget pursuant to Budget Amendment Number 27.014.

WHEREAS, since 1986, Older Americans Act (OAA) grant funds, together with City general funds, individual contributions, and fundraising, have supported programs offered by the City of South San Francisco Parks and Recreation Department at the Roberta Cerri Teglia Center, including the Adult Day Care Program; and
WHEREAS, OAA grant funds are disbursed by the San Mateo County Aging and Disability Services Division (ADS) and are administered by staff in the Parks and Recreation Department’s Senior Services Program; and
WHEREAS, OAA funding supports the Adult Day Care, Congregate Nutrition, and Transportation programs offered through the City’s Senior Services Program; and
WHEREAS, the City’s Congregate Nutrition Program was re-established in 2023 through OAA grant funding and currently provides congregate meals at the Roberta Cerri Teglia Center; and
WHEREAS, for grant funding covering the period of July 1, 2026, through June 30, 2030, ADS invited agencies to apply for funding through a request for proposals, and Parks and Recreation Department staff applied for continued funding for Adult Day Care, Congregate Nutrition, and Transportation services; and
WHEREAS, grant awards are subject to annual appropriations and satisfactory performance; and
WHEREAS, for Fiscal Year 2026-27, ADS awarded the City a total of $114,907 in OAA grant funds, consisting of $42,000 for Adult Day Care, $13,000 for Transportation, and $59,907 for Congregate Nutrition; and
WHEREAS, budget amendment #27.014 will amend the Parks and Recreation Department’s expenditure budget by $46,735 (an allocation of $34,735 will cover Congregate Nutrition meal expenses, and $12,000 will cover Transportation expenses) and will amend the Department’s revenue budget by $39,907; and
WHEREAS, the $68,172 balance of grant funds not included in the budget amendment will be allocated towards staff salaries and operating expenses that are already included in the Department’s base budget; and
WHEREAS, acceptance of these funds will support the continued provision of Adult Day Care, Congregate Nutrition, and Transportation services for older adults in the South San Francisco community.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco hereby approves the acceptance of Older Americans Act grant funds from the San Mateo County Aging and Disability Services Division in the amount of $114,907 and amending the Parks and Recreation Department Fiscal Year 2026-27 Operating Budget pursuant to Budget Amendment Number 27.014.
BE IT FURTHER RESOLVED, that the City Council hereby authorizes the City Manager or designee to execute the agreement between the County of San Mateo and City of South San Francisco, attached hereto as Exhibit A, and other documents necessary to accept the grant funding and take any other actions necessary to carry out the intent of this resolution on behalf of the City Council, subject to approval as to form by the City Attorney.
