Title

Resolution advancing Alternative 2: Pedestrian & Bus Focus as the Preferred Alternative and Alternative 1: Pedestrian Focus as the Secondary Alternative to the Caltrans Project Development Process for El Camino Real.

WHEREAS, in 2024, the San Mateo County Transit District (SamTrans) relaunched the Grand Boulevard Initiative with a focus on multimodal transportation improvements on El Camino Real in San Mateo County; and

 

WHEREAS, in 2025, the City of South San Francisco initiated the process to create the El Camino Real Mobility Plan with the purposes of conducting community engagement, developing transportation-focused concept designs for El Camino Real, and providing community-informed feedback on regional planning efforts, including the Grand Boulevard Initiative; and

 

WHEREAS, the City of South San Francisco conducted community engagement in the Fall of 2025 to receive input from the community, businesses, and policymakers about their priorities for El Camino Real; and

 

WHEREAS, the City of South San Francisco created three design alternatives for El Camino Real that incorporate multimodal improvements for pedestrians, bicyclists, transit riders, drivers, commercial vehicles, and emergency vehicles; and

 

WHEREAS, the three alternatives were based upon policy guidance from the 2040 General Plan, the Complete Streets Policy, and the Vision Zero Policy; the El Camino Real Mobility Plan needs assessment and goals; input from residents, business owners, and employees in South San Francisco; and best practices in street safety; and

 

WHEREAS, the City of South San Francisco conducted a second round of community engagement in the Spring of 2026 to gather input on the three design alternatives; and

 

WHEREAS, the desired outcome from the El Camino Real Mobility Plan process is to identify a preferred alternative and a secondary alternative that can move forward to the Caltrans Project Development Process.

 

NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of South San Francisco hereby advances Alternative 2: Pedestrian & Bus Focus as the Preferred Alternative and Alternative 1: Pedestrian Focus as the Secondary Alternative from the El Camino Real Mobility Plan to the Caltrans Project Development Process.

 

BE IT FURTHER RESOLVED that the City Manager or authorized designee is hereby authorized to coordinate with partner agencies to support project advancement of multimodal improvements to El Camino Real in South San Francisco.
