Recommendation

Staff recommends that the City Council adopt a resolution awarding a construction contract to R&S Construction Management, Inc. of San Francisco, California, for the Safe Routes to School 2026 project (Project No. st2507) in an amount not to exceed $2,837,985.75, authorizing a total construction contract authority budget of $3,405,582.90, and authorizing the City Manager or authorized designee to execute the agreement on behalf of the City.

BACKGROUND/DISCUSSION

The Safe Routes to School 2026 project (Project No. st2507) is a traffic safety and active transportation infrastructure improvement project intended to improve pedestrian and bicyclist safety and accessibility near Alta Loma Middle School, Buri Buri Elementary School, Parkway Heights Middle School, and Ponderosa Elementary School. The project implements improvements identified through the school walk audits in collaboration with the schools and the community.

 

The project includes construction of curb extensions, raised crosswalks, neighborhood traffic calming features, bicycle facility improvements, sidewalk widening, curb ramp upgrades, high-visibility crosswalks, and related roadway improvements throughout the project corridors.

 

The project is funded through the San Mateo County Transportation Authority (TA) 2024 Pedestrian and Bicycle Program Cycle 7 grant program, previously accepted by the City Council under Resolution No. 02-2025.

 

Bid Process and Results

The project was advertised using formal bid procedures for public projects greater than $200,000 in accordance with the City’s purchasing policy. This procedure awards the contract to the lowest responsive and responsible bidder.

 

On May 1, 2026, the City received nine (9) bids. After review of the bid documents and contractor qualifications, R&S Construction Management, Inc. was determined to be the lowest responsive and responsible bidder.

R&S Construction Management, Inc.’s bid is approximately 19% lower than the Engineer’s Estimate. Staff reviewed the bid and found it competitive and not materially unbalanced.

 

The construction contract budget is:

Total                     $3,405,582.90

 

 

CONSTRUCTION IMPACTS

Construction will be coordinated to maintain vehicular circulation, school access, emergency access, and pedestrian access throughout the project area. Temporary lane closures, sidewalk detours, parking restrictions, and traffic control measures will be required during construction activities. Work adjacent to schools will be coordinated to minimize impacts during student drop-off and pick-up periods. The contractor will provide advance notification and implement approved traffic control plans to minimize impacts to residents, businesses, schools, and the traveling public.

 

FISCAL IMPACT

Funding for this project was previously approved by the City Council through acceptance of San Mateo County Transportation Authority Pedestrian and Bicycle Program Cycle 7 grant funding and associated local matching funds. The project is funded through a combination of TA grant funding and Citywide Transportation Impact Fees.

 

RELATIONSHIP TO CITY COUNCIL PRIORITIES ACTION PLAN

This project supports the Infrastructure and the Environment Major Focus Area by advancing pedestrian and bicycle safety improvements. The project aligns with the City’s strategy to enhance bicycle and pedestrian infrastructure and promote a multimodal transportation system. The project also supports the Welcoming and Connected Community Major Focus Area by improving safe access to schools and encouraging active transportation.

Staff recommends that the City Council adopt a resolution awarding the construction contract to R&S Construction Management, Inc. of San Francisco, California for the Safe Routes to School 2026 project (st2507) in an amount not to exceed $2,837,985.75, authorizing a total construction contract authority budget of $3,405,582.90, and authorizing the City Manager or authorized designee to execute the agreement.
