Resolution approving the Program Year 2026-27 Annual Action Plan for the City of South San Francisco's Community Development Block Grant (CDBG) Program; authorizing its submittal and all other required documents to the U.S. Department of Housing and Urban Development; accepting funds from all sources and approving appropriation of CDBG and HOME fund expenditures, incorporated into the City’s proposed budget for FY 2026-27; and authorizing the City Manager or authorized designee to execute all documents and certifications necessary to secure and award the CDBG and HOME Administrative Funds for the City.

WHEREAS, the City of South San Francisco (City) is required by the U.S. Department of Housing and Urban Development (HUD) to prepare an annual Action Plan as part of its Community Development Block Grant (CDBG) program, which recognizes the City’s housing, community, and economic development priorities and allocates available CDBG funds to address these needs; and

 

WHEREAS, as required by HUD, the City has held two public hearings as part of the Action Plan process, the first on February 25, 2026, where applicants for CDBG and housing trust fund grant funding provided public comments as to their needs and where City Council provided its review; and

 

WHEREAS, the Community Development Block Grant (CDBG) Subcommittee of the City Council and staff recommend approval and submittal, as presented to the City Council at the second required public hearing at the May 27, 2026 meeting, of the City’s Program Year 2026-2027 (PY 2026-27) Annual Action Plan (Action Plan) and all other required documents to the U.S. Department of Housing and Urban Development (HUD); and

 

WHEREAS, the City has been notified of its CDBG entitlement for PY 2026-27 and will receive in CDBG entitlement funds to be used for public services, administration, and public improvements; and

 

WHEREAS, the total anticipated budget for PY 2026-27 is $707,397, which includes $459,847 from the City’s CDBG entitlement combined with additional sources, including the Housing Trust Fund, the State of California’s Permanent Local Housing Allocation (PLHA) Program, Economic & Community Development General Fund, and HOME Administrative Funds; and

 

WHEREAS, approving the City’s CDBG AAP, Housing Trust Fund, and ECD General Fund allocations has no new fiscal impact on the General Fund; and

 

WHEREAS, the City Council wishes to accept funds from all sources and approve appropriation of CDBG and HOME fund expenditures for the PY 2026-27 CDBG operating budget, which is incorporated into the City’s proposed budget for FY2026-27; and 

 

WHEREAS, the City Council wishes to authorize the City Manager or authorized designee to execute all documents and certifications necessary to secure and award CDBG and HOME Administrative Funds for the City.

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco hereby:

 

1.                     Approves the CDBG PY 2026-27 Action Plan attached as Exhibit A; and

 

2.                     Authorizes submittal of the CDBG PY 2026-27 Action Plan and all other required documents to the U.S. Department of HUD; and

 

3.                     Accepts funds from all sources and approving appropriation of CDBG expenditures for the PY 2026-27 CDBG operating budget, which is incorporated into the City’s proposed budget for FY2026-27; and

 

4.                     Authorizes the City Manager or authorized designee to execute all documents and certifications necessary to secure and award CDBG and HOME Administrative Funds for the City.
