A resolution regarding awarding a construction contract to Express Plumbing Inc. for the Escanyo Drive Sewer Main Line Repair, in an amount not to exceed $168,385 authorizing a total construction contract authority budget of $193,650. (Alex Henry, Public Works Maintenance Program Manager)

WHEREAS, the sewer mainline located within an easement behind the residences on Escanyo Drive and Capay Circle has experienced chronic maintenance issues over the past two decades; and
WHEREAS, the existing epoxy liner has degraded, resulting in increased emergency maintenance calls and potential overflow risks; and
WHEREAS, the Escanyo Drive sewer mainline repair has been developed to provide a long-term, reliable solution using trenchless pipe reaming technology, eliminating existing manholes and approximately 75 joints susceptible to root intrusion and infiltration, and installing a continuous sewer mainline while restoring affected surfaces and providing full traffic control and resident notification; and
WHEREAS, Express Plumbing Inc. possesses a valid California contractor’s license and is in good standing with the California Contractors State License Board; and
WHEREAS, the bid submitted by Express Plumbing Inc. is competitive and deemed not materially unbalanced; and
WHEREAS, the repair is part of Project No. ss2502 is included in the City of South San Francisco’s FY 2024-2025 Capital Improvement Program, with funding provided by the Sanitary Sewer Enterprise Fund; and
WHEREAS, the City Council finds that awarding a contract to Express Plumbing Inc. for this project is in the best interest of the City.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San Francisco as follows:
1. The City Council hereby awards a construction contract to Express Plumbing Inc. for the Escanyo Drive sewer mainline repair in an amount not to exceed $168,385.00.
2. The City Council authorizes a total construction contract authority budget of $193,650, which includes a construction contingency.
3. The City Manager is hereby authorized to execute the construction agreement and any other documents necessary to carry out the project on behalf of the City.
4. The City Council finds that this action supports the City’s Strategic Plan goal of maintaining and improving infrastructure to ensure public health, safety, and environmental sustainability.
