RECOMMENDATION

Recommendation

Staff recommends that the City Council adopt a resolution awarding a construction contract to QA Constructors of San Francisco, California, for the 2026 Pavement Repair and Crack Seal Project (No. st2605, Bid No. 2712) in an amount not to exceed $549,958.15, authorizing a total construction contract authority budget of $699,958.15 and authorizing the City Manager or authorized designee to execute the agreement on behalf of the City.

BACKGROUND/DISCUSSION

The 2026 Pavement Repair and Crack Seal (“Project”) will address localized pavement failures and fill in open cracks on several asphalt pavement city streets located in the Lindenville neighborhood and on Airport Boulevard (see Attachment 1 - Vicinity Map).

 

The work includes repair of localized failures in the pavement, the application of crack seal to all pavement surface cracks, and filling of small “potholes” in the asphalt pavement surface.

 

The combination of the repair (milling and paving) of failed sections in the pavement and the application (sealing, filling) of cracks and potholes is a common pavement maintenance program used to protect and extend the life of existing asphalt pavement roadways. This maintenance program is intended to seal cracks in the pavement from water intrusion, thus reducing or eliminating the likelihood of base material failures. This cost-effective treatment supports the City’s proactive approach to maintaining local streets for the benefit of residents and the traveling public.

 

Provisions in the contract specifications have been established so that the contractor is responsible for delivering advance notification to residents, and businesses in the neighborhoods directly impacted by the proposed improvements.

 

To minimize construction impacts, the contractor will implement temporary traffic control measures for lane closures with appropriate signage. Temporary street parking restrictions and limited access within active work zones will be required. In addition, electronic message boards and temporary “No Parking” signs will be posted in advance to inform residents of specific dates and times when restrictions will be in effect.

 

Bid Process and Results

The Project was advertised using formal bid procedures for public projects greater than $200,000 in accordance with the City’s purchasing policy, which falls under Procurement Type 1: Competitive Bidding for Construction Projects. For more details on the City’s Procurement Process, refer to Attachment 2.

 

This procedure awards the contract to the lowest responsive and responsible bidder. Staff advertised a notice inviting bids for the Project on April 14, 2026. On May 14, 2026, staff received four (4) bid proposals in response to the notice inviting bids.

The Project was advertised with a “Base Bid” schedule only.  The selection of award of a contract is based on the lowest responsive bid for the Base Bid schedule.

 

QA Constructors base bid cost proposal is approximately 37% below the Engineer’s Estimate. Upon evaluation, staff determined the bid to be competitive and not materially unbalanced. Staff then verified that the contractor’s license is active and in good standing with the California Contractors State License Board.

 

Staff reviewed the low bidder’s entire proposal and determined that QA Constructors is both responsive and responsible.

The construction contingency will be used for any additional costs related to design changes during the construction operations.

RELATIONSHIP TO CITY COUNCIL PRIORITIES ACTION PLAN

Approval of this action will contribute to the City Council Priorities Action Plan’s Major Focus Areas of Infrastructure and the Environment and Quality of Life by maintaining and improving infrastructure to serve the public.

 

CONCLUSION

Awarding the construction contract to QA Constructors of San Francisco, California, for the 2026 Pavement Repair and Crack Seal Project will prolong the useful life of the streets that will receive this surface treatment and will help the City maintain the City’s Street Pavement Index at an acceptable level.
