RECOMMENDATION
Recommendation
It is recommended that the City Council, by motion:
1. Accept the construction improvements of the East of 101 Traffic Signal IDEA Grant Project (CIP Project No. tr1902) as complete, in accordance with plans and specifications, with a total construction cost of $187,909.30; and
2. Direct staff to formally close the project in the City’s Capital Improvement Program.

BACKGROUND/DISCUSSION
In October 2020, City Council awarded a professional services contract to Traffop Corp (now operating as MioVision Technologies Inc following its acquisition) for the procurement and implementation of an Automated Traffic Signal Performance Measures (ATSPM) system across 33 signalized intersections east of US 101. The project was funded primarily through a $185,244 Metropolitan Transportation Commission (MTC) IDEA Grant, with local match provided by the East of 101 Traffic Impact Fund.
The goal of the project was to improve arterial operations and enhance safety through real-time performance monitoring, proactive signal maintenance, and data-driven operations. The project was designed as a phased subscription-based system with an optional 10-year service term.
Project construction and deployment were completed in March 2024. Following implementation, staff conducted a technical review of system performance, project outcomes, and alignment with emerging City priorities.
Rather than continue the optional subscription beyond the initial deployment period, staff has elected to close the project early and reallocate attention and resources toward foundational improvements through the City’s Smart Corridors program. This decision is rooted in:
• Overlapping efforts: Multiple concurrent and planned signal upgrades east of 101 created reporting challenges that limited the ability to isolate the ATSPM system’s full benefits.
• Changing priorities: The City is now focusing on back-to-basics signal management - emphasizing system reliability, standardization, and integration.
• Future opportunities: As the Smart Corridors initiative reaches full deployment, staff may revisit advanced performance monitoring (such as ATSPM) once signal infrastructure and communications systems are fully stabilized.

RELATIONSHIP TO STRATEGIC PLAN
The project supports the City's Strategic Plan mobility goal of optimizing traffic operations on city streets (MOB-3.2) and embracing innovation through responsible deployment of smart technologies (MOB-4.2).
CONCLUSION
Staff recommends that the City Council accept the construction work as complete and direct the closure of CIP Project No. tr1902.
