Resolution awarding a construction contract to Azul Works, Inc of San Francisco, California for the New Park at Linden and Pine Avenue project (Project No. pk2305) in an amount not to exceed $3,295,00 and authorizing a total construction budget of $3,789,250.

WHEREAS, the proposed New Park at Linden and Pine Avenue project is comprised of two parcels located at 616 Linden Avenue, 700 Linden Avenue, and an approximate 100-foot section of Pine Avenue (Project Site) in between the parcels, totaling approximately 0.79 acres. The site is in a mixed residential and commercial area. 616 Linden Avenue is currently a parking lot. 700 Linden Avenue is an undeveloped grass lot located in the Old Town neighborhood of South San Francisco lacking parks and open space; and
WHEREAS, the New Park at Linden and Pine Avenue project will require demolition of the existing 0.32-acre parking lot at 700 Linden Avenue, vacant lot at 616 Linden Avenue and an approximately 100-foot section of Pine Avenue, and the construction of a new neighborhood park that will contain a plaza/outdoor event space, lawns, picnic areas, play structures, a fitness and games area, stub ups for a potential restroom, new parking areas, new one way lane, new lighting and landscaping; and
WHEREAS, the City Council authorized the award of contract in July 2023 to Swinerton Management and Consulting to prepare the project for design management, bidding and award, and provide construction administration services during construction and authorized the award of contract in November 2023 to MIG, Inc. to develop construction documents for the New Park at Linden and Pine Avenue, and.
WHEREAS, on February 18, 2026, Staff advertised a Notice Inviting Bids for construction of the New Park at Linden and Pine Avenue project; and
WHEREAS, the City received 5 bids in response to the Notice Inviting Bids, and Azul Works, Inc. of San Francisco was the lowest responsible bidder; and
WHEREAS, staff recommends awarding the construction contract to Azul Works, Inc of San Francisco, California in an amount not to exceed $3,295,00, which is the total for the base bid exclusive of add and deductive alternates; and
WHEREAS, the City Council authorized a project budget of $3,295,000, with $494,250 contingency, totaling a project budget of $3,789,250; and
WHEREAS, the project is included in the City of South San Francisco’s Fiscal Year 2024-25 Capital Improvement Program (Project No. 2305) and is funded through a State Department of Parks and Recreation grant, Park Fees, and Developer Contributions.
NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of South San Francisco hereby awards a construction contract, a draft of which is attached hereto and incorporated herein as Exhibit A, for the New Park at Linden and Pine Avenue Project (Project No. pk2305) to Azul Works, Inc. of San Francisco, California, in an amount not to exceed $3,295,000 conditioned on Azul Works, Inc.’s timely execution of the Project contract and submission of all required documents, including but not limited to, certificates of insurance and endorsement, in accordance with Project documents.
BE IT FURTHER RESOLVED the City Council authorizes a total Project construction budget of $3,789,250 and authorizes the City Manager to utilize unspent amount of the total Project, if necessary, towards additional construction contingency budget.
BE IT FURTHER RESOLVED the City Council authorizes the Finance Department to establish the Project Budget consistent with the information contained in the staff report as per Budget Amendment Number 26.060.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the construction contract in substantially the same form as Exhibit A and any other related documents on behalf of the City upon timely submission by Azul Works, Inc of the signed contract and all other documents, subject to approval by the City Attorney.
BE IT FURTHER RESOLVED that the City Council authorizes the City Manager to take any other related actions consistent with the intention of the resolution.
