Resolution of the City Council of the City of South San Francisco amending the Fiscal Year 2026-27 Master Fee Schedule to incorporate parking meter rates and parking permit fees approved by the Parking Place Commission for the downtown parking district

WHEREAS, South San Francisco Municipal Code Section 11.56.020 states that parking meter rates and parking time limits for the downtown parking district shall be approved by resolution of the Parking Place Commission and published in the City's Master Fee Schedule; and
WHEREAS, parking meter rates and parking permit fees within the downtown parking district have not been adjusted since 2020; and
WHEREAS, the City recently completed a Downtown Parking Study prepared by Kimley-Horn and Associates to evaluate parking conditions, utilization, and parking management strategies within the downtown parking district; and
WHEREAS, the Downtown Parking Study found that downtown parking demand reached approximately 96 percent occupancy during peak weekend periods and identified opportunities to improve parking turnover, encourage utilization of available off-street parking facilities, and better balance parking demand with available parking supply; and
WHEREAS, on June 9, 2026, the Parking Place Commission reviewed the proposed parking meter rate and parking permit fee adjustments and adopted a resolution approving revised parking meter rates and parking permit fees within the downtown parking district for Fiscal Year 2026-27; and
WHEREAS, the Parking Place Commission determined that the revised parking meter rates and parking permit fees support effective parking management, improve parking turnover, encourage utilization of available off-street parking facilities, and help offset increasing operational, maintenance, technology, and administrative costs associated with managing the City's parking system; and
WHEREAS, the parking meter rates and parking permit fees approved by the Parking Place Commission are set forth in Exhibit A attached hereto and incorporated herein by reference; and
WHEREAS, the City Council desires to amend the Fiscal Year 2026-27 Master Fee Schedule to incorporate the parking meter rates and parking permit fees approved by the Parking Place Commission for the downtown parking district.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco hereby amends the Fiscal Year 2026-27 Master Fee Schedule to incorporate the parking meter rates and parking permit fees approved by the Parking Place Commission for the downtown parking district, as set forth in Exhibit A, attached hereto and incorporated herein by reference.
BE IT FURTHER RESOLVED that the amended parking meter rates and parking permit fees shall become effective within the downtown parking district following completion of the City's applicable public notification and implementation procedures.
BE IT FURTHER RESOLVED that the City Manager, or the City Manager's authorized designee, is authorized to take all actions necessary to implement this Resolution, including but not limited to minor administrative corrections to the Master Fee Schedule consistent with the intent of this Resolution.
