Resolution of the City Council of the City of South San Francisco authorizing the City Manager or their designee to execute an agreement with U-Rock Utility Equipment, LLC for the purchase of a Freightliner 114SD Crane Truck in an amount not to exceed $488,274.93
body
WHEREAS, the City of South San Francisco Public Works Department requires the purchase of a crane truck to support the continued delivery of safe, reliable, efficient, and high-quality municipal services; and
WHEREAS, the crane truck is essential to maintaining the safety of City personnel while performing work involving the replacement and installation of streetlight poles, traffic signal poles and equipment, and citywide perimeter lighting; and
WHEREAS, the specialized crane truck is designed to lift, position, and transport heavy poles and equipment necessary for the City's specific maintenance operations; and
WHEREAS, the required crane truck configuration includes specialized lifting equipment and features necessary to safely handle, transport, and install streetlight poles, traffic signal poles, and related equipment, which are not typically available on standard commercially manufactured trucks; and
WHEREAS, due to the specialized nature of the required equipment and configuration, the City identified vendors that specialize in the manufacturing, fabrication, and sale of heavy-duty utility trucks equipped with crane systems capable of meeting the City's operational needs; and
WHEREAS, funding for the proposed purchase is included in the fiscal year 2026-27 adopted budget for the Equipment Replacement Fund; and
WHEREAS, staff obtained three written quotes using the same equipment specifications from AZ Wastewater Industries, Inc., Western Truck Fabrication, Inc., and U-Rock Utility Equipment, LLC; and
WHEREAS, U-Rock Utility Equipment, LLC submitted the lowest responsive quote in the amount of $488,274.93; and
WHEREAS, staff also reviewed the option of purchasing the crane truck through Sourcewell, a cooperative purchasing program, which is an additional competitive bidding measure permitted by the Municipal Code and Purchasing Policy, and determined that the Sourcewell price was higher than the quote received from U-Rock Utility Equipment, LLC; and
WHEREAS, staff has determined that the written quote process provided a comparison of available equipment and pricing for the City's specialized operational needs, and thus results in a purchase that is of best value to the City; and
WHEREAS, staff recommends the purchase from U-Rock Utility Equipment, LLC as providing the best overall value to the City, subject to the applicable requirements of Chapter 4.04 of the South San Francisco Municipal Code and the City's Purchasing Procedures.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco hereby resolves as follows:
