RECOMMENDATION

Recommendation

It is recommended that the City Council, by motion, accept the construction improvements of the Centennial Trail Improvements (CIP Project No. pk2302) as complete in accordance with plans and specifications (total construction cost $5,157,195.85).

BACKGROUND/DISCUSSION

On April 23, 2024, City Council awarded the Centennial Trail Improvement project (CIP Project No. pk2302) to Andrew M. Jordan Inc dba A & B Construction of Oakland, California. The project work associated with this project was completed in February 2025. 

 

The new Centennial Trail Improvements project created a new park along Centennial Trail between Spruce Ave and city limits near Huntington Ave. The new park includes an outdoor learning space, pollinator themed garden and playground, nature play space, green space and picnic tables, and a skate park and bike park with new lighting and improvements to the paved trail.

 

Centennial Way Park South opened to the public with a ribbon cutting celebration on September 29, 2024. Prior to the opening of the new Centennial Trail Park South, this segment of Centennial Way Trail had on average less than 200 visitors per week, whereas since opening of Centennial Trail Park South last September, the number of weekly visitors is well over 200 with recent peaks of 1,200 visitors per week. 

 

 

FISCAL IMPACT

The total construction cost incurred for the project is summarized as follows:

This project was included in the City of South San Francisco’s Fiscal Year 2021-2022 Capital Improvement Program and was funded through Park In-Lieu Fees (Fund 209), Park Construction Fees (Fund 806), and a grant from Clean California Local Grant Program and CleanCA. 

 

RELATIONSHIP TO STRATEGIC PLAN

This effort is included in the City’s Strategic Plan. It aligns with Priority #2 which is focused on enhancing quality of life by building and maintaining a sustainable city, making our city a great place to live, learn and play.

 

CONCLUSION

Staff recommends acceptance of the project as complete. Upon acceptance, a Notice of Completion  (included herein as Attachment A) will be filed with the County of San Mateo Recorder’s Office. At the end of the thirty-day lien period, the retention funds will be released to the contractor.
