RECOMMENDATION
Recommendation
It is recommended that the Parks and Recreation Commission, by motion, approve co-sponsorship renewal agreements for the 2025-26 fiscal year for the South San Francisco Historical Society, South San Francisco Italian American Citizen’s Club, South San Francisco Aquatics Club, and South San Francisco Youth Baseball Managers’ Association.

BACKGROUND/DISCUSSION
The City has an established set of guidelines to regulate the use of City facilities by community groups. To qualify for reduced-cost use of parks amenities and facilities, groups must comply with the City’s Co-Sponsorship Agreement.
As the Commission is aware, co-sponsored groups are those organizations that are recreational in nature, bring people of like interests together, and provide opportunities for social exchange and development. Benefits of co-sponsorship include modest staff support, shared promotional materials, the ability to participate in Department events, and reduced cost of facility usage as available. Each group is required to have a membership and governing board consisting of no less than 51% South San Francisco residents.
To maintain the privileges associated with co-sponsored status, groups are required to submit an annual report which includes program, membership, and financial information based on the 2024 Calendar Year. Staff review the reports and prepare a summary and recommendation for the Parks and Recreation Commission.

1. South San Francisco Historical Society

Activities: Throughout the year, the Historical Society typically conducts quarterly meet and greet meetings for members at the Roberta Cerri Teglia Center. The group operates the South San Francisco Historical Museum on Chestnut Avenue and the Plymire-Schwarz House on Grand Avenue. The group hosts a variety of fundraising events for the community including boutiques, tea and garden parties at the Plymire-Schwarz House, as well as an annual rummage sale at the museum. Membership fees are $15 per year for individuals and $20 for families.
2. Italian American Citizen’s Club of South San Francisco

Membership: 379 (51% South San Francisco residents)

Activities: The Italian American Citizen’s Club (IACC) of SSF is a social organization that meets on the third Tuesday of odd months. The Club is heavily involved in the sport of bocce and hosts several bocce tournaments and league play during the year in addition to Italian Heritage and Cultural activities. The group offers free bocce ball lessons two months out of the year in April and September and brings in youth groups during the summer to learn and participate in bocce. The free instruction, which is noted in the Activity Guide, and a “Bocce for Beginners” course is offered twice a week and helps aid in the recruitment efforts of South San Francisco residents. The membership fee is $50 per year and is open to men and women of all ethnicities. The Club presents the Festa Italiana - SSF with the California Columbia Association and in co-sponsorship with the City each September. This year's 3rd annual Festa Italiana, scheduled for September 14, will once again be held at Orange Memorial Park. The event is open to the public at no cost. The Festa features live music, performances, informational tables for community groups, vendors, a car show, children’s activities, and a bocce tournament. 3. South San Francisco Youth Baseball Manager’s Association

Activities: The South San Francisco Youth Baseball Managers Association is a youth baseball league for children 3-14 years. The Association meets monthly on the 1st Monday of each month. Practices are held two to three times per week from March through June and once a week from September through November. Games are also held two to three times per week from April - June. The Association hosts one fundraiser yearly to raise money for uniforms and a trip to Cooperstown, NY for the championship team. The Association also hosts tournament games. The annual registration fee is $225.
4. South San Francisco Aquatics Club

Membership: 124 (42% South San Francisco residents)*

Activities: The South San Francisco Aquatics Club is a competitive swim team that practices year-round at Orange Pool. The team competes in swim meets twice a year. The Club collects monthly dues from its members to pay for various costs including the use of Orange Pool and a lifeguard during practice times. Membership dues are $165 per month. Board meetings are held monthly.
*Membership has dropped considerably below 51%. The Aquatics Club has identified the following plan for recruitment efforts specifically directed towards residents of South San Francisco. Staff will work with the club and setup check-ins to review the progress of their efforts. Failure to return to 51% in the next year may result in suspension of their co-sponsored status, however staff recommends they be conditionally approved.

PENDING APPLICATIONS
At the time this staff report was written, the South San Francisco United Youth Soccer, and the San Mateo County Athletic Club - South San Francisco Chapter have not submitted their complete renewal applications, however, staff are working with them and are expected to come before the Commission at the next Parks and Recreation Commission meeting in August.
CONCLUSION
Staff have reviewed the co-sponsorship applications and find that the following groups qualify for renewal: South San Francisco Historical Society, South San Francisco Italian American Citizen’s Club, South San Francisco Aquatics Club, and South San Francisco Youth Baseball Managers’ Association. Groups approved by the Commission will be required to sign a contract with the City to officially maintain co-sponsorship status for the year. Staff would further like to recognize these groups for their volunteerism and for offering exceptional recreation and enrichment opportunities for our residents.
