Title

Resolution authorizing the City Manager or their designee to execute the second amendment to the professional services agreement with Speridian Technologies, LLC for additional implementation services for the City’s land management software and online permitting system in an amount of $210,000 and a total contract amount of $1,216,500.

WHEREAS, the Clariti land management system project (the “Project”) began in March 2025 with a targeted go-live date of April 2026; and

 

WHEREAS, the initial goal of the Project was to incorporate permit workflows into a new centralized permitting system for Building, Planning, Fire, and Engineering Departments; and

 

WHEREAS, to create a more comprehensive and unified permitting system, staff expanded the Project scope to include City Clerk, City Manager, Parks and Recreation, and Police Department who also issue permits; and

 

WHEREAS, due to the expanded scope, additional workflows and unresolved issues, the Project was unable to meet the originally intended April 2026 deadline and additional funding in the amount of $307,300 was necessary; and

 

WHEREAS, on April 22, 2026, City Council approved Resolution 35-2026 approving the first amendment to the professional services agreement with Speridian, increasing the total contract amount from $718,750 to $1,006,050 and extending the term of the contract from June 30, 2026 to July 31, 2027; and 

 

WHEREAS, in September 2026, the new Clariti land management system went live and Speridian has been providing additional post-go-live support to stabilize the system and support City staff through the transition; and

 

WHEREAS, in the last few weeks of system testing before the go-live date, and the weeks since, staff across the Information Technology, Economic & Community Development, Public Works, Fire, Police, and Finance Departments have worked with Speridian to identify and address system bugs, address data migration issues, and document new features that are needed in order to maintain or improve upon levels of service offered by the City’s former land management software; and

 

WHEREAS, Speridian estimates it may take as many as five months and $210,000 to complete these additional tasks and fixes; and

 

WHEREAS, the City now wishes to enter into a second amendment to the professional services agreement with Speridian to complete this additional scope and support; and

 

WHEREAS, staff anticipates fiscal year 2026-27 operating budget from the Economic & Community Development Department, as well as other departments that are principal users of the land management software should be sufficient to pay for the increased costs of this second amendment to the professional services agreement with Speridian.

 

NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of South San Francisco hereby take the following actions:

 

1.                     Approves a Second Amendment to the Services Agreement with Speridian Technologies, LLC attached hereto and incorporated herein as Exhibit A, for an additional amount of $210,000 and for a total contract amount not to exceed amount of $1,216,500.

 

2.                     Authorizes the City Manager or their designee to execute the Second Amendment to the Services Agreement with Speridian Technologies, LLC in substantially the same form as Exhibit A, subject to approval as to form by the City Attorney, and to take any other action for the purpose of carrying out the intent of this resolution that do not materially increase the City's obligations.

 

3.                     This resolution shall become effective immediately upon adoption.
