Resolution authorizing the City Manager or designee to enter into a Consulting Services Agreement with Moore, Iacofano and Goltsman, Inc. (MIG) in an amount of $396,755, plus $10,000 in contingency, for a total authorized amount not to exceed $406,755, for the preparation of the City’s Parks and Recreation Master Plan.

WHEREAS, the City of South San Francisco ("City") seeks to prepare an updated Parks and Recreation Master Plan to establish a long-range framework for the planning, development, improvement, operation, and maintenance of the City’s parks, recreation facilities, programs, and services; and
WHEREAS, the updated Parks and Recreation Master Plan will evaluate existing conditions and community needs, establish priorities, identify funding and implementation strategies, and guide City investments in parks and recreation over the next 10 to 15 years; and
WHEREAS, on June 12, 2026, the City issued Request for Proposals seeking qualified consultants to prepare the Parks and Recreation Master Plan; and
WHEREAS, the City received five proposals in response to the Request for Proposals and conducted a competitive evaluation process utilizing a seven-member evaluation panel; and
WHEREAS, proposals were evaluated based on project approach, project team, past experience and client references, project schedule, fee and cost estimate, and proposal presentation; and
WHEREAS, Moore, Iacofano and Goltsman, Inc. ("MIG") received an evaluation score of 91.21 points out of 100, the highest average score among the five proposals evaluated; and
WHEREAS, based on the results of the competitive evaluation process, staff recommends MIG to provide consulting services for preparation of the Parks and Recreation Master Plan; and
WHEREAS, MIG has proposed to perform the required services for a total amount of $396,755; and
WHEREAS, staff requests additional contract authority in the amount of $10,000 for contingency which may be absorbed by the Department’s Operating Budget in the event additional services are requested for the successful completion of the project.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of South San Francisco hereby authorizes the City Manager or designee to enter into a Consulting Services Agreement with Moore, Iacofano and Goltsman, Inc. in an amount not to exceed $406,755 including contingencies, for the preparation of the City’s Parks and Recreation Master Plan, in substantially the same form as Exhibit A attached hereto and incorporated herein by this reference and take any other action necessary to further the intent of this resolution.
BE IT FUTHER RESOLVED that the contract is conditioned on the contractor’s timely execution of the project agreements and submission of all required documents, including, but not limited to, certificates of insurance and endorsements, in accordance with the project documents.
