Resolution of the City Council of the City of South San Francisco authorizing the City Manager or designee to execute a purchase agreement with Serramonte Ford for the purchase of a Ford F-350 Crane Truck in an amount not to exceed $179,836.62.

WHEREAS, the City of South San Francisco ("City") Public Works Department Water Quality Control Plant Division (WQCP) requires the purchase of a Ford F-350 Crane Truck to support the continued safe, reliable, and efficient operation and maintenance of the City's wastewater treatment infrastructure; and
WHEREAS, the Ford F-350 Crane Truck will replace an aging vehicle that has reached the end of its useful service life and will provide staff with reliable lifting, loading, transport, and material-handling capabilities necessary to perform routine and corrective maintenance activities; and
WHEREAS, the (WQCP) operates and maintains critical wastewater treatment infrastructure that must remain functional and reliable to support continuous operations and the City's ongoing compliance with applicable regulatory and permit requirements; and
WHEREAS, maintaining access to reliable and appropriately equipped maintenance vehicles supports staff's ability to perform necessary maintenance and repairs in a timely manner, minimize operational disruptions, respond to equipment needs, and maintain critical wastewater treatment systems in proper operating condition; and
WHEREAS, the proposed purchase will improve operational reliability and efficiency, enhance employee safety, support continuity of Water Quality Control Plant operations, and assist the City in maintaining compliance with applicable regulatory and permit requirements; and
WHEREAS, sufficient funding is available within the Sewer Enterprise Fund (Fund 710) for the purchase of the Ford F-350 Crane Truck in an amount not to exceed $179,836.62, and no additional appropriation or budget amendment is required; and
WHEREAS, staff solicited competitive bids for the purchase of a Ford F-350 Crane Truck configured to meet the operational requirements of the WQCP and received four bids from Serramonte Ford, Mission Valley Ford, Crown Motors Ford, and Corning Ford; and
WHEREAS, following review of the bids received, staff determined that Serramonte Ford submitted the lowest bid for a vehicle meeting the City's required specifications, with a total purchase price of $179,836.62; and
WHEREAS, staff has determined that the proposed purchase from Serramonte Ford is consistent with applicable City purchasing requirements and represents the best overall value to the City; and
WHEREAS, staff recommends approval of a purchase agreement with Serramonte Ford in an amount not to exceed $179,836.62.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco as follows:
1. The foregoing recitals are true and correct and are incorporated herein by reference.
2. The City Council hereby approves the purchase agreement with Serramonte Ford for the purchase of a Ford F-350 Crane Truck in an amount not to exceed $179,836.62, attached hereto as Exhibit A and incorporated herein by this reference, in substantially the form presented to the City Council.
3. The City Council hereby authorizes the City Manager or designee to execute the purchase agreement, subject to approval as to form by the City Attorney.
4. The City Council hereby authorizes the City Manager or designee to execute and approve any non-substantive amendments, administrative documents, purchase orders, or related instruments necessary to implement the purchase agreement and complete the acquisition, provided that such actions are consistent with the approved budget, do not increase the City's total financial obligation beyond the amount authorized by this Resolution, and are otherwise consistent with applicable purchasing authority.
5. Funding for the purchase shall be provided from available Sewer Enterprise Fund (Fund 710) resources in an amount not to exceed $179,836.62. Sufficient funding is available for the purchase, and no additional appropriation or budget amendment is required.
BE IT FURTHER RESOLVED that this Resolution shall become effective immediately upon its adoption.
