Resolution authorizing the City Manager or designee to execute a grant agreement for a grant in the amount of $50,000 with the State of California Natural Resources Agency Department of Parks and Recreation Division of Boating and Waterways and authorizing a budget amendment for the Public Works Department’s fiscal year 2026-27 operating budget.

WHEREAS, the City Council of the City of South San Francisco adopted South San Francisco Municipal Code Chapter 8.78, Mooring Regulations, in September 2024 and subsequently amended those regulations in January 2025 to address health and safety issues within the City’s open waters, including abandoned and derelict vessels, marine debris, and vessel occupancy; and
WHEREAS, in May 2025, the City completed Phase 1 of enforcement of the Mooring Regulations, which included the removal of abandoned and unoccupied vessels from the Oyster Point area; and
WHEREAS, the City is proceeding with Phase 2 of its enforcement efforts and has undertaken activities including coordination with the San Mateo County Harbor District, solicitation of vessel salvage services, engagement of a marine surveyor and lien consultant, and installation of security cameras at the Oyster Point Marina secure dock; and
WHEREAS, in April 2026, City staff submitted an application to the State of California Natural Resources Agency, Department of Parks and Recreation, Division of Boating and Waterways (“DBW”) for funding through the Surrendered and Abandoned Vessel Exchange (“SAVE”) Program; and
WHEREAS, in September 2026, DBW notified the City that it had been awarded a SAVE Program grant in the amount of Fifty Thousand Dollars ($50,000), subject to a ten percent (10%) local match requirement and the terms and conditions of the grant agreement; and
WHEREAS, the SAVE Program grant funds may be used for eligible costs associated with the surrender, abatement, removal, storage, and disposition of qualifying abandoned, surrendered, wrecked, or dismantled vessels and other eligible objects in accordance with the grant agreement and applicable provisions of the California Harbors and Navigation Code; and
WHEREAS, acceptance and use of the SAVE Program grant will support the City’s continued implementation and enforcement of its Mooring Regulations and related efforts to address abandoned and derelict vessels and navigational and environmental hazards within the City’s jurisdiction; and
WHEREAS, acceptance of the grant requires an increase of $50,000 in grant revenue and a corresponding increase of $50,000 in the Public Works Department’s Fiscal Year 2026-27 operating budget; and
WHEREAS, due to the City’s transition between enterprise resource planning systems, the Finance Department will assign the applicable budget adjustment number following implementation of the Workday ERP system.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco as follows:
Section 1. The foregoing recitals are true and correct and are incorporated into this Resolution by this reference.
Section 2. The City Council hereby authorizes the Surrendered and Abandoned Vessel Exchange Program grant agreement, included herein as Exhibit 1, with the State of California Natural Resources Agency, Department of Parks and Recreation, Division of Boating and Waterways, in the amount of Fifty Thousand Dollars ($50,000), subject to the terms and conditions of the applicable grant agreement.
Section 3. The City Council hereby authorizes the City Manager or designee to execute the grant agreement and any related documents necessary to accept and administer the grant, subject to approval as to form by the City Attorney, and to take any other actions reasonably necessary to carry out the intent of this Resolution and comply with the requirements of the grant.
Section 4. The City Council hereby authorizes a budget amendment to increase grant revenue by Fifty Thousand Dollars ($50,000) and to increase the Public Works Department’s Fiscal Year 2026-27 operating budget by Fifty Thousand Dollars ($50,000) for eligible expenditures associated with the SAVE Program grant.
