BACKGROUND/DISCUSSION
On September 25, 2024, City Council awarded the Crack Seal, Patch, and Base Repair Project (st2503) to Graham Contractors, Inc. of San Jose, California.
The crack seal, patch, and base repair project (Project) addressed localized pavement failures and filled in open cracks on several asphalt pavement city streets located East of US101 (Area 6). The project location is identified on the Vicinity Map as Attachment 1.
The work included repair of localized failures in the pavement, the application of crack seal to all pavement surface cracks, and the filling of small “potholes” in the asphalt pavement surface.
The combination of the repair (milling and paving) of failed sections in the pavement and the application (sealing, filling) of cracks and potholes is a common pavement maintenance program used to protect and extend the life of existing asphalt pavement roadways. This maintenance program is intended to seal cracks in the pavement from water intrusion, thus reducing the likelihood of base material failures. This is a cost-effective maintenance treatment.
The Engineering Division inspected the work and found the project to be substantially complete in accordance with the contract documents. This staff report includes pre- and post-construction photos as provided for in Attachment 2.
FISCAL IMPACT
This project (st2503) was included in the City of South San Francisco’s fiscal year (FY) 2024-25 budget. There are sufficient funds to cover the total construction contract costs.

Remaining local funds available after the closure of the project will be reallocated to other CIP projects.
RELATIONSHIP TO STRATEGIC PLAN
Approval of this action will contribute to the City’s Strategic Plan outcome of improved Quality of Life and Livability by both maintaining and improving accessible infrastructure.
CONCLUSION
Staff recommend acceptance of the project as complete. Upon acceptance, a Notice of Completion will be filed with the County of San Mateo Recorder’s Office. At the end of the thirty-day lien period, the retention funds will be released to the contractor after the City receives a one-year warranty bond.
