Title

Resolution affirming the City’s support for BRIDGE Housing Corporation’s application to the Affordable Housing Sustainable Communities (AHSC) Grant program and authorizing the City Manager to execute an AHSC Implementation and Cooperation and an AHSC Anti-Displacement Strategy Commitment Letter.

WHEREAS, the 158 affordable units being developed by BRIDGE Housing Corporation (BRIDGE) as part of the PUC Project are known for the Affordable Housing Sustainable Communities (AHSC) grant application as 1051 Mission Affordable; and

 

WHEREAS, the key to assembling the funds to build this much-needed affordable housing is securing two major State of California Housing and Community Development Department (HCD) grants: the Infill Infrastructure Grant (IIG) and AHSC; and

 

WHEREAS, the project was awarded $28.8 million in IIG funds in February 2023 and BRIDGE, in cooperation with the City, has assembled a highly competitive AHSC application; and

 

WHEREAS, the City has identified sustainable transportation infrastructure improvements for which to request AHSC funding as part of BRIDGE’s application; and

 

WHEREAS, those identified improvements include 1.85 Lane Miles of Class II and III bike lane along  either side of Arroyo Dr between El Camino Real and Junipero Serra, 0.17 Lane Miles of Class IV bike lane along either side of Camaritas Ave between Arroyo Dr and Westborough Blvd; and Transit Signal Priority (TSP) for the 29 signal intersections along the San Mateo County Transit District Route 130 within South San Francisco City limits and install six bus bulbs at specific locations along Grand Avenue; purchase four new zero-emission electric shuttle buses to replace the existing fleet of the Free South City Shuttles, expand service to include a new fourth shuttle route, purchase electric chargers, and continue operations of the shuttle program at least to 10 years; and

 

WHEREAS, the City has identified an Anti-Displacement Strategy scope of work to expand the City’s existing Rental Assistance Program administered by the YMCA Community Resource Center; and

 

WHEREAS, in order to obtain reimbursement for the identified transportation infrastructure improvements and anti-displacement work, the City and BRIDGE must enter into an AHSC Implementation and Cooperation Agreement (Agreement); and

 

WHEREAS, if awarded the AHSC funds, the City will receive $7,596,700 through the Agreement to fund the work described above.

 

NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of South San Francisco:

 

1.                     Affirms its support for BRIDGE Housing Corporation’s Affordable Housing Sustainable Communities grant application for the 1051 Mission Affordable project; and

 

2.                     Authorizes the City Manager, or her designee, to execute the AHSC Implementation and Cooperation Agreement substantially in the form incorporated as Exhibit A; to make any revisions, amendments, or modifications; to execute any other documents; and to take such other actions deemed necessary or appropriate to carry out the intent of this resolution which do not materially alter or increase the City's obligations thereunder, subject to approval as to form by the City Attorney; and

 

3.                     Authorizes the City Manager, or her designee, to execute the Affordable Housing and Sustainable Communities (AHSC) Commitment Letter substantially in the form incorporated as Exhibit B as required for the application’s Anti-Displacement Strategy.
