Recommendation
Adopt a resolution authorizing the City Manager, Assistant City Manager, Economic and Community Development Director, or their respective designees to execute and submit applications, certifications, assurances, agreements, reports, amendments, and other documents required by the U.S. Department of Housing and Urban Development (HUD) for the administration of the Community Development Block Grant (CDBG) Program for the current and future program years.

BACKGROUND/DISCUSSION
The City of South San Francisco is an entitlement community under the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Program and annually receives federal funding to support eligible community development, housing, and public improvement activities that principally benefit low- and moderate-income residents.
As a condition of receiving CDBG funding, HUD requires the City to execute and submit numerous applications, certifications, assurances, agreements, reports, amendments, environmental documents, and other administrative documents throughout each program year. These documents include, but are not limited to, Form SF-424, Consolidated Plan and Annual Action Plan submissions, Consolidated Annual Performance and Evaluation Reports (CAPERs), grant agreements and amendments, environmental certifications, Requests for Release of Funds, Integrated Disbursement and Information System (IDIS) submissions, drawdown requests, and other documents necessary for the receipt, administration, expenditure, reporting, and closeout of CDBG funds.
Currently, the City's annual CDBG application designates a single authorized representative to execute HUD-required documents. HUD may require signatures for time-sensitive administrative documents throughout the year, and any absence or unavailability of the designated official could delay grant administration and compliance with federal deadlines.
The proposed resolution provides continuing authorization for the City Manager and extends authorization to the Assistant City Manager, Economic and Community Development Director, or their respective designees to execute HUD-required CDBG documents on behalf of the City. This administrative delegation will remain effective for the current and future CDBG program years unless modified or revoked by the City Council.
The resolution does not delegate policy-making authority or authorize changes to Council-approved programs or funding allocations. The City Council will continue to approve the Five-Year Consolidated Plan, Annual Action Plans, Substantial Amendments, program budgets, and any other actions requiring legislative approval. The proposed authorization is limited to the execution of documents necessary to administer the City's approved CDBG Program efficiently and in compliance with HUD requirements.
FISCAL IMPACT
There is no fiscal impact associated with adoption of this resolution. The resolution authorizes designated City officials to execute administrative documents required for the City's ongoing participation in the HUD CDBG Program and does not authorize additional expenditures, appropriations, or changes to existing grant funding.
RELATIONSHIP TO CITY COUNCIL PRIORITIES ACTION PLAN
This action supports the Housing and Supportive Services and Modern and Sustainable Organizations major focus areas from the City Council's Priorities Action Plan, as the funding from HUD provides the City with resources to support nonprofit organizations that support the community, and authorizing designated City officials to execute CDBG documents ensures timely execution for compliance purposes.
CONCLUSION
Adoption of the resolution will establish continuing administrative authority for designated City officials to execute HUD-required CDBG documents on behalf of the City. This will improve administrative efficiency, ensure continuity in grant administration, and allow the City to meet federal deadlines while maintaining compliance with applicable HUD requirements.
