RECOMMENDATION

Staff recommends that the City Council, by motion, accept the construction improvements of the 2024 and 2025 Street Surface Seal Project (st2502/st2402) as completed by AMERICAN ASPHALT REPAIR & RESURFACING CO., INC. in accordance with plans and specifications, with a total construction cost of $3,509,846.72.

BACKGROUND/DISCUSSION

On May 28, 2025, the City Council awarded the 2024 & 2025 Street Surface Seal Project (st2402 and st2502) to American Asphalt Repair & Resurfacing Company, Inc. of Hayward, California.

 

The project treated approximately 470,000 square yards of city streets with a slurry seal applied to existing asphalt pavement. This treatment seals the surface against water and ultraviolet (UV) rays, which degrade the asphalt binder over time and lead to cracking, raveling, and other pavement failures. Slurry seals improve skid resistance, provide a durable surface, and extend the pavement's lifespan. This cost-effective maintenance strategy demonstrates the City’s commitment to preserving local streets.

 

Project work included repairing localized asphalt failures; sealing pavement cracks; applying slurry seal; repainting curbs; and installing new high-visibility thermoplastic striping and pavement markings.

 

Project locations are shown in Attachment 1 - Vicinity Map.

 

The Public Works Engineering Division inspected the work and determined it to be substantially complete as of December 23, 2025, in accordance with contract documents. A sample of the pre- and post-construction photos are included in Attachment 2.

 

FISCAL IMPACT

The 2024 & 2025 Street Surface Seal Project (st2402 and st2502) was included in the City of South San Francisco’s Fiscal Year (FY) 2024-25 Capital Improvement Plan. And there were sufficient funds to cover the final total construction contract costs.

The total construction budget was approved by City Council on May 28, 2025 (RES 63-2025).

The construction project budget included the following funding sources:

                     Measure A Fund

                     Road Maintenance Rehabilitation Account (SB1)

                     SMC Measure W

 

Remaining local funds available after the closure of the project will be reallocated to other CIP projects.

 

RELATIONSHIP TO STRATEGIC PLAN

Approval of this action will contribute to the City’s Strategic Plan outcome of improved Quality of Life and Livability by both maintaining and improving accessible infrastructure.

 

CONCLUSION

Staff recommends that the City Council, by motion, accept the project as complete. Upon acceptance, a Notice of Completion will be filed with the County of San Mateo Recorder’s Office. At the end of the thirty-day lien period, the retention funds will be released to the contractor after the City receives a one-year warranty bond.
