Recommendation

It is recommended that the City Council adopt a resolution approving the acceptance of additional grant funds from the San Mateo County Aging and Adult Services Division in the amount of $13,123 for the Parks and Recreation Department’s Adult Day Care and Congregate Nutrition Programs, and amending the Parks and Recreation Department Fiscal Year 2025-26 Operating Budget pursuant to Budget Amendment Number 26.058.

BACKGROUND/DISCUSSION

At the October 22, 2025 City Council meeting, councilmembers approved the acceptance of Older Americans Act (OAA) grant funds from San Mateo County Aging and Adult Services (AAS) Division for the purpose of providing Adult Day Care, Transportation, and Congregate Nutrition services at the Parks and Recreation Department’s Roberta Cerri Teglia Center. The grant award for Fiscal Year 2025-26 is $100,962, allocating $42,000 for Adult Day Care, $13,000 for Transportation, and $45,962 for Congregate Nutrition.

 

The purpose of this staff report seeks City Council’s authorization to accept an additional $13,123 in OAA grant funding. This is made possible by a one-time-only allocation from the California Department of Aging in the amount of $10,328 for Adult Day Care, and $2,795 from the San Mateo County General Fund to add 520 meals to the Congregate Nutrition Program. The additional funding raises the total grant award from $100,962 to $114,085.

 

The Adult Day Care program operates in accordance with the California Department of Social Services Community Care Licensing Division regulations, and the standards and requirements established by AAS. OAA funding to support Adult Day Care has been received since South San Francisco’s Adult Day Care Program began operating in 1986. The purpose of Adult Day Care is to provide a structured day program for frail, and/or impaired adults with disabilities, such as Alzheimer’s, strokes, or Parkinson’s. The program is therapeutic and maximizes the client’s physical, emotional, and social functioning and encourages the highest level of independence. The program offers a variety of activities in a safe and secure environment with this goal in mind and provides daily lunch and transportation services for South San Francisco residents. This program also provides much needed respite for family members and caregivers. Additional services include community resource information, support group opportunities, and cultural and special events.

 

A Congregate Nutrition Program operated under the AAS grant is donation based, with a suggested donation of $3.50, and meals served must meet strict nutrition standards outlined by the grant. The City’s Congregate Nutrition Program operates out of the Roberta Cerri Teglia Center every Tuesday and Thursday from 12:30 p.m. to 2:30 p.m. This past year, the program served 7,980 nutritious meals to seniors.

 

FISCAL IMPACT

Budget Amendment Number 26.058 requests amendments to the Parks and Recreation Department’s FY 2025-26 General Fund revenue and expenditure budgets in the amount of $10,328 for Adult Day Care, and $2,795 for the Congregate Nutrition Program. The additional funding raises the total OAA grant award by $13,123 from $100,962 to $114,085.

 

RELATIONSHIP TO STRATEGIC PLAN

Acceptance of this funding will contribute to the major focus area of creating a welcoming and connected community through the key strategy of fostering an age-friendly community. 

 

CONCLUSION

Acceptance of this grant is important to sustaining the Adult Day Care, Transportation, and the Congregate Nutrition programs. Staff recommends that the City Council adopt a resolution approving the acceptance of additional grant funds from the San Mateo County Aging and Adult Services Division in the amount of $13,123 for the Parks and Recreation Department’s Adult Day Care and Congregate Nutrition Programs, and amending the Parks and Recreation Department Fiscal Year 2025-26 Operating Budget pursuant to Budget Amendment Number 26.058.
