RECOMMENDATION

Recommendation

It is recommended that the City Council adopt a resolution approving an extension to the service agreement with the City of Pacifica to continue providing communication services to the City of Pacifica.

BACKGROUND/DISCUSSION

The City of South San Francsico (“City”) has been providing police communication services to the City of Pacifica (“Pacifica”) for the last fifteen (15) years. The current agreement expires on June 30, 2026, and staff recommends City Council authorize the services agreement with Pacifica to continue providing police communication services through June 30, 2027, with the option to extend contract for up to 4 additional 1-year terms. 

 

The services described in this agreement include traditional dispatching activities, answering emergency and non-emergency phone calls, recording and maintaining phone calls and radio traffic, maintaining equipment necessary to perform dispatch services, access to the telecommunications engineering and police technology team, and performing all functions of the warrant process for Pacifica.

 

FISCAL IMPACT

The City will charge Pacifica $785,854 for Fiscal Year 2026-2027. 

 

In the event that the contract is extended annually for 4 additional 1-year terms, the annual charges would be the following:

 

Fiscal Year 2027-2028:                     $809,430

Fiscal Year 2028-2029:                     $833,713

Fiscal Year 2029-2030:                     $858,724

Fiscal Year 2030-2031:                     $884,486

 

This reflects a 3% increase from the last year of the previous service agreement for dispatch services ($762,965), as well as a 3% increase for each of the following years. The revenue received pursuant to this amendment is expected to be sufficient to cover the cost of providing the services contemplated by this agreement. Staffing for these services is presently allocated in the Police Department’s current operating budget, and no modifications will be required.

CONCLUSION

Adoption of the resolution will authorize the city to execute the service agreement between the City of South San Francisco and the City of Pacifica to continue providing Police Communications Services from July 1, 2026, to June 30, 2027, with the option to extend contract for up to 4 additional 1-year terms through 2031.
