RECOMMENDATION

Recommendation

Staff recommends that City Council adopt a resolution authorizing the allocation of $190,000 from the Community Development Block Grant Program Year 2025-2026 Public Improvement Funding for the CDBG Ramps and Paths Project and approving Budget Amendment Number 26.012.

Body

BACKGROUND/DISCUSSION

The Community Development Block Grant (CDBG) Ramps and Paths Project (st2506), approved by City Council on May 14, 2025, includes the removal and reconstruction of approximately 80 curb ramps at locations throughout the City, as well as the construction of an accessible pedestrian path at Cypress and Pine Park. These improvements advance pedestrian safety and accessibility, particularly for individuals with disabilities.

On May 28, 2025, the City Council approved the CDBG Program Year 2025-2026 (CDBG PY25-26) Action Plan, which included $315,056 in Public Improvement funding. Allocating $190,000 of this funding will allow the completion of the full scope of the project. This action formally allocates $190,000 of those previously accepted funds into the City’s Capital Improvement Program, and specifically to project st2506, through Budget Amendment Number 26.012.

Construction began in July 2025 following procurement and contract award. This allocation does not alter the construction contract with JJR Construction or increase the contract amount. The construction scope is already fully funded. The $190,000 in CDBG PY25-26 funds will be used to cover associated supporting project costs, including construction management, contract administration, labor compliance, and project closeout.

FISCAL IMPACT

The total estimated cost for the CDBG Ramps and Paths Project (No. st2506) is $1,051,980.78, funded entirely through CDBG allocations:

                     $861,980.78 from PY24-25

                     $190,000.00 from PY25-26

Budget Amendment Number 26.012 will formally allocate the $190,000 in previously accepted CDBG PY25-26 funds to Project st2506 within the Fiscal Year 2025-26 Capital Improvement Program. There is no impact on the General Fund, and the construction contract with JJR Construction remains unchanged.

A balance of $125,026 in CDBG Public Improvement funding will remain unallocated. For the future allocation of those funds, staff will return to the City Council for approval.

RELATIONSHIP TO STRATEGIC PLAN

Approval of this action aligns with the City's Strategic Plan objective of enhancing Quality of Life by maintaining and improving public infrastructure to better serve the community.

CONCLUSION

Staff recommends that the City Council adopt a resolution allocating $190,000 in previously accepted CDBG PY25-26 Public Improvement funding to the CDBG Ramps and Paths Project (No. st2506), and approving Budget Amendment Number 26.012 to support full project delivery.
