Recommendation
It is recommended that the City Council, by motion, accept the construction improvements of Community Civic Campus: Phase II Library, Parks & Recreation and Community Theater/Council Chamber (No. pf1707) as complete in accordance with plans and specifications (total construction cost $95,696,167).

BACKGROUND/DISCUSSION
Library | Parks and Recreation was originally envisioned as part of the Community Civic Campus in 2015 and, following the passage of Measure W, was developed as Phase II of the Community Civic Campus, following the Police Operations and 9-1-1 Dispatch Center, and preceding Fire Station 63. As the primary project of the 2021A Lease Revenue Bond Series, the project’s construction contract was awarded by the City Council on November 9, 2020, with an additional $1 million of bond funds set aside to install a solar panel array on the building. At that time, staff anticipated adding several elements to the project as additional funding became available via fundraising and grant-writing. More than $8 million in additional funding was raised for the project.
The use of $4.3 million of additional construction contract contingency noted below reflects additional project enhancements including:
• electrical infrastructure costs to shift building to be an all-electric facility
• rooftop solar panel array
• exterior digital sign at Chestnut Avenue and El Camino Real
• exterior security cameras
• AV/IT infrastructure to support remote meetings in meetings and Library collaboration rooms
• anti-graffiti coating on exterior concrete
The total construction contract cost incurred for the project is summarized as follows:

FISCAL IMPACT
This project was included in the City of South San Francisco’s Fiscal Year 2020-21 Capital Improvement Program and was approved by City Council on November 9, 2020, with a total project budget (construction cost plus soft costs) of $91,372,971. The actual construction cost ($95,696,167) exceeded the projected construction cost by $4,323,196, representing a 4.7% cost increase that was paid out of the overall project budget reserve, primarily funding sources including the philanthropic donations to the project and the State Library Building Forward Grant Program.
RELATIONSHIP TO ACTION PLAN
This effort is included in the City’s Action Plan. It aligns with the Quality of Life Major Focus Area.
CONCLUSION
Staff recommends acceptance of the project as complete. Upon acceptance, a Notice of Completion will be filed with the County of San Mateo Recorder’s Office. At the end of the thirty-day lien period, the retention funds will be released to the contractor.
