Resolution authorizing acceptance of a grant from the California Department of Fish and Wildlife in the amount of $12,000 for the purchase of specialized oil spill response equipment designed to address hazardous material spills or leaks on San Francisco Bay waters, amending the Fire Department’s operating budget for Fiscal Year 2026-27 via Budget Amendment Number 27.015, and authorizing the City Manager or designee to enter into an agreement with the California Department of Fish and Wildlife to accept FY 2026 grant funds.

WHEREAS the South San Francisco Fire Department (SSFFD) has realized an increase in vessels fires, sinking vessels, and undermaintained vessels, especially in the Oyster Cove area; and

 

WHEREAS vessel fires or damaged vessels leaking contaminants, lead to negative environmental impacts; and

 

WHEREAS SSFFD has identified the need for additional specialized equipment and updating aging or damaged equipment designed to address the increase in environmental impacts from vessel fires and undermaintained vessels leaking contaminants; and 

 

WHEREAS in 2025, SSFFD applied and was granted funding for specialized oil spill response equipment through the California Department of Fish and Wildlife (CDFW) Oil Response Program for purposes of addressing hazardous material spills or leaks on bay waters; and

 

WHEREAS SSFFD now wishes to use those grant funds to address the identified operational constraints currently faced by SSFFD when responding to vessel fires, spills, or leaks on bay waters surrounding South San Francisco.

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco  hereby accepts $12,000 in grant funding from CDFW to purchase specialized oil spill response equipment designed to address hazardous material spills or leaks on bay waters.

 

BE IT FURTHER RESOLVED that the City Council amends the Fire Department’s operating budget for Fiscal Year 2026-27 via Budget Amendment Number 27.015 to reflect an increase of $12,000.

 

BE IT FURTHER RESOLVED that the City Council hereby authorizes the City Manager or their designee to execute the agreement with CDFW to accept FY 2026 grant funds and take any other actions necessary to carry out the intent of this resolution on behalf of the City Council, subject to approval as to form by the City Attorney.
