RECOMMENDATION
It is recommended that the City Council, by motion, accept the construction improvements of the 2024 Concrete and Base Repair Project as complete in accordance with plans and specifications (Total Construction Cost $643,701.73).

BACKGROUND/DISCUSSION
On September 11, 2024, City Council awarded the 2024 Concrete and Base Repair Project (st2402) to G. Bortolotto & Company, Inc of San Carlos, California.
The 2024 Concrete and Base Repair Project treated concrete base repairs in and around the Avalon-Brentwood neighborhood (Area 5 in the Surface Seal Schedule Map) as shown in Attachment 1 - Vicinity Map. This first phase of the 2024 Surface Seal Project involved performing initial structural repairs on the roadway before applying the surface seal.
The work consisted of mobilization and demobilization of construction equipment; public posting and notification; traffic regulation and construction area signs; changeable message signs; clearing, grubbing, and environmental protection; concrete improvements and base repairs in South San Francisco, CA.
The Engineering Division inspected the work and found the project to be complete in accordance with the contract documents as of May 6, 2025. This staff report includes the project location map and construction photos as Attachments 1 and 2, respectively.
FISCAL IMPACT
Project No. st2402 is funded through the City of South San Francisco's Capital Improvements Program. This program has a dedicated budget to cover the total construction contract costs.

The total construction budget was approved by City Council on September 11, 2024. While the total construction cost could have been up to $867,124.80, the actual construction cost was $643,701.73 which represents a 25% savings. This savings can be attributed to several revocable bid items that were not required or only partially used during construction.

The remaining local funds available after the close of the project will be reallocated to other CIP projects.
RELATIONSHIP TO STRATEGIC PLAN
Approval of this action will contribute to the City’s Strategic Plan outcome of improved Quality of Life and Livability by both maintaining and improving roadways.
CONCLUSION
Staff recommend acceptance of the project as complete. Upon acceptance, a Notice of Completion will be filed with the County of San Mateo Recorder’s Office. At the end of the thirty-day lien period, the retention funds will be released to the contractor after the City receives a one-year warranty bond.
