Recommendation
It is recommended that the City Council adopt a resolution authorizing the acceptance of $6,092.70 in grant funding from the California Water Service Firefighter Grant Program to purchase an advanced fire department training mannequin, and approve Budget Amendment Number 26.056 amending the Fire Department’s Fiscal Year 2025-26 Operating Budget.

BACKGROUND/DISCUSSION
The South San Francisco Fire Department has been awarded $6,092.70 from the California Water Service Firefighter Grant Program to purchase an intelligent fire training simulation mannequin, replacing legacy training mannequins with one that provides feedback during training evolutions and allows for a more realistic interaction when training firefighters to perform search and rescue operations.  This new mannequin incorporates technology that includes voice feedback as well as life-like temperature control to simulate a human body when utilizing a thermal imaging camera to assist in victim location.  The intent of this type of equipment is to enhance training with the goal of making it as realistic as possible.  Legacy mannequins are passive and do not interact with firefighters during training.  While they do provide a training benefit, this new type of mannequin far exceeds that benefit with the incorporation of voice feedback and body temperature regulation.

Fire Department staff conducted extensive research to identify a preferred mannequin to acquire with California Water grant funding.  The preferred mannequin is manufactured by Lion Protect and its cost equates to the exact funding amount of this grant award. 

FISCAL IMPACT
Grant funds received will be used to amend the Fire Department’s Fiscal Year 2025-26 Operating Budget. This grant award does not require a monetary match by the City. Receipt of these funds does not commit the City to ongoing costs.
