Resolution of the City Council of the City of South San Francisco supporting the City/County Association of Governments of San Mateo County’s (C/CAG’s) 2026 San Bruno / South San Francisco Community-Based Transportation Plan.

WHEREAS, the Metropolitan Transportation Commission (MTC) initiated the Community-Based Transportation Planning (CBTP) program in 2002 to enhance mobility for residents of historically disadvantaged Equity Priority Communities (EPCs); and
WHEREAS, in 2024, the City/County Association of Governments of San Mateo County (C/CAG), as the County’s Congestion Management Agency, obtained funding through a Metropolitan Transportation Commission (MTC) Community-Based Transportation Planning Grant to prepare an update to the 2012 San Bruno / South San Francisco CBTP; and
WHEREAS, the City of South San Francisco is one of two jurisdictions included in the 2026 San Bruno / South San Francisco CBTP study area, in addition to the City of San Bruno; and
WHEREAS, the 2026 San Bruno / South San Francisco CBTP was led by C/CAG in partnership with the project’s local Advisory Group, comprised of staff members from the cities of South San Francisco and San Bruno; and
WHEREAS, the 2026 San Bruno / South San Francisco CBTP leveraged and built upon an extensive community engagement plan approved by the local Advisory Group and conducted by the C/CAG project team; and
WHEREAS, the 2026 San Bruno / South San Francisco CBTP project team implemented a bilingual community input process comprised of online mapping survey distribution; focus group meetings with the City’s Bicycle and Pedestrian Advisory Committee and Traffic Safety Commission, Rise South City, YMCA Community Resource Center, Friends of Old Town, and Silicon Valley Bicycle Coalition; and community engagement pop-up events at La Hacienda Market and All Souls Catholic Church; and
WHEREAS, based on community input and technical analysis, the project team recommends twenty-two projects to address mobility gaps for residents of EPCs in the City of South San Francisco; and
WHEREAS, the City of South San Francisco staff provided revisions to the administrative draft 2026 San Bruno / South San Francisco CBTP recommendations in November 2025, and revisions to the draft 2026 San Bruno / South San Francisco CBTP in March 2026; and
WHEREAS, the City of South San Francisco supports the recommendations of the Plan as they relate to its jurisdiction and to pursuing future implementation of project recommendations for which the City of South San Francisco is identified as the Lead Agency, as feasible and as funding and staff resources are available; and
WHEREAS, the City of South San Francisco agrees to participate in the annual project tracking process outlined in the CBTP; and
WHEREAS, the 2026 San Bruno / South San Francisco CBTP is not a “project” under the California Environmental Quality Act (CEQA) pursuant to Title 14 of the California Code of Regulations Section 15378(b); and
WHEREAS, the recommendations identified in the 2026 San Bruno / South San Francisco CBTP may be considered and evaluated as appropriate under CEQA by the applicable decision-making body at a future time.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco does hereby support the recommendations included in the 2026 San Bruno / South San Francisco Community-Based Transportation Plan as they relate to the City of South San Francisco.
