Resolution amending the City of South San Francisco's Community Development Block Grant Program Year 2019 Annual Action Plan and authorizing its submittal and all other required documents to the U.S. Department of Housing and Urban Development.

WHEREAS, City Council initially approved the CDBG PY2019 Annual Action Plan on April 24, 2019; and
WHEREAS, City Council approved a first amendment to the CDBG PY2019 Annual Action Plan on April 22, 2020, to add funds from the CARES Act to the action plan and to respond to the Coronavirus pandemic; and
WHEREAS, City Council approved a second amendment to the CDBG PY2019 Annual Action Plan on January 27, 2021, to reprogram funds to expand Wi-Fi access for low-income communities, provide medical supplies, assist businesses with technical assistance, and provide meals for homebound seniors; and
WHEREAS, this third amendment will reallocate CDBG-CV funds to rehabilitate an existing restroom structure located within Orange Memorial Park (at 1 West Orange Avenue, South San Francisco, CA) to enhance accessibility and public usability of the existing restroom facilities within the park area; and
WHEREAS, the project will include the removal and replacement of interior fixtures, upgrading the structure’s plumbing, electrical, and HVAC systems, replacing existing drinking fountains, and installing new gates to bring the facility into compliance with the latest American Disability Act Accessibility Guidelines (ADAAG) and the Energy Efficiency Standards per Title 15 of the South San Francisco Municipal Code; and
WHEREAS, a duly noticed Public Hearing was held on September 24, 2025, to hear public testimony and comments pertaining to amending the Annual Action Plan for PY2019 to approve the reallocations and edits made to the Action Plan; and
WHEREAS, the timing of spending down these funds is critical, as all CDBG-CV “Cares Act” funds need to be expended by June 2026.
NOW THEREFORE, BE IT RESOLVED that the City Council of South San Francisco herby approves the Amendment to the City’s PY2019 Annual Action Plan, attached to this Resolution as Exhibit A, and authorizes the City Manager or their designee to execute and submit all documents needed to effectuate the intent of this resolution.
